Section 84(1)(j) of the Municipal Structures Act assigned the following functions to the district:

i. Planning, co-ordination and regulation of fire services.

ii. Specialised firefighting services such as mountain, veld and chemical fire services.

iii. Co-ordination of the standardisation of infrastructure, vehicles, equipment and procedures; and

iv. Training of fire officers

Sarah Baartman District Municipality (SBDM) includes the following seven (7) Local Municipalities:

3. Makana Municipality

4. Ndlambe municipality

5. Sundays River Valley Municipality

6. Kouga Municipality

7. Koukamma Municipality

8. Objectives of the Training Plan and Proposal

The primary objective of the project is to capacitate the firefighters and fire officers at local municipalities in the

district to perform the firefighting function in an efficient and effective manner by providing accredited training

courses and issuing recognised and accredited certificates after completion.

3. Minimum Fire Training Requirements

The courses provided must be fully compliant, recognised and certified by the relevant statutory training

institutions, e.g., South African Fire and Emergency Services Institute (SAESI), International Fire Services

Accreditation Congress (IFSAC), Institute of Fire Engineers (IFE), International Fire Service Training Association

IFSTA, South African Quality Assurance (SAQA) or Sector Education and Training Authority (SETA).

The service provider will be expected to develop a training plan which will form part of the bid submission.

The plan must include a course outline of all courses offered. Fire and rescue training must be provided at

recognised and certified training institutions. Proof of such compliance must be provided.

Updated reports on candidate progress must be provided to the project leader after each test and/or exam (oral

or written).

The Service Provider must register each candidate and provide all successful candidates with a valid and

accredited certificate/s issued within 60 days after completion of the course.

service and the technical capacity and ability of a bidder;

2.10 "Rand value" means the total estimated value of a contract in South African currency calculated at
