Submission channel: sealed envelope, clearly endorsed with tender number and description, deposited in the Tender box at Stellenbosch Municipality, Town House Complex (Main Building between Town Hall and Municipal Library), Plein Street, Stellenbosch. The Tender box is accessible 24 hours a day.

Submission format: tenders may only be submitted on the official tender document issued by Stellenbosch Municipality. Late, electronic, telephonic or faxed tenders will not be considered. Tenders must be valid for 180 days after closing. Tenders not accompanied by a complete set of tender documents will not be considered.

The contract will be awarded to the tenderer scoring the highest total number of points. The tender is evaluated in terms of the JBCC, CIDB, Supply Chain Management Policy and relevant specifications.

Contract period: 3 years, ending 30 June 2029.

CIDB class of construction works: 3GB or higher (General Building works).

Local labour: 100% unskilled labour on every house build.

Pricing: The Pricing Schedule must be completed and signed. Rates and prices must be fixed for the duration of the contract, not subject to adjustment except as provided in the conditions of contract. Prices must be stated in Rand. VAT must be shown separately as an addition to the tendered total.

Arithmetic errors: In case of discrepancy, amounts in words govern. If there is an error in a line item total, the line item total governs and the rate is corrected. If there is an error in the total of prices, the total governs and the tenderer is asked to revise selected item prices to achieve the tendered total.

MBD 10 (Certificate of Payment of Municipal Accounts) is required; municipal accounts will be verified and used as basis for preference points scoring.

CSD registration: Tenderers must be registered on the Central Supplier Database (CSD) to conduct business with the municipality.

Tax compliance: No award will be made to tenderers whose tax status is non-compliant. Bidders must submit their SARS Tax Compliance Status PIN or CSD number. Where a TCS is not available but the bidder is registered on CSD, a CSD number must be provided. For consortia/JVs/subcontractors, each party must submit a separate TCS/PIN/CSD number.

B-BBEE: A B-BBEE Status Level Verification Certificate issued by a SANAS-accredited verification agency, or an original sworn affidavit (for EMEs & QSEs), must be submitted to qualify for preference points.

CIDB: Tenderers must have a CIDB contractor grading of at least 3GB or higher (General Building works). Certificate of Registration with CIDB is a returnable document.

Local content: Local labour must be 100% unskilled labour on every house build.

Other: No bids will be considered from persons in the service of the state. Tenderers must declare any conflict of interest.
