Stellenbosch municipality requires the construction of basic services — sewer and water networks together with 30 waterborne precast toilets — at the enkanini informal settlements in kayamandi, western cape, to be completed within 122 calendar days. Only contractors holding a CIDB grading of 4ce or higher may bid. Bids close on 30 november 2026 at 12:00 and are scored on the 80/20 system: price 80 points, b-bbee status level 10 points and locality 10 points. The most consequential risk is the compulsory clarification meeting on 09 november 2026 at 12:00 — bidders who do not attend, or who arrive late, are disqualified.
CIDB grading: a grading of 4CE or higher is required, and the Certificate of Registration with CIDB must be submitted with the bid.
Compulsory clarification meeting: 09 November 2026 at 12:00 at the Kayamandi Economic & Tourism Corridor, Enkanini (GPS 33°55'09.8"S 18°51'08.2"E). Non-attendance makes a bid non-compliant and latecomers may not sign the attendance register, which disqualifies them.
Closing and submission: 30 November 2026 at 12:00. One sealed hard-copy bid, endorsed with "B/SM 28/27" and the tender description, deposited in the tender box at Stellenbosch Municipality, Town House Complex, Plein Street, Stellenbosch. Electronic, telephonic, faxed and late bids are rejected, and an incomplete document set is not considered.
Preference points (80/20): price 80, B-BBEE status level 10, locality 10. B-BBEE points require a verification certificate from a SANAS-accredited agency or an original sworn affidavit for EMEs and QSEs — a copy of an affidavit earns no points. Locality points are verified against the business address, a lease agreement or a sworn affidavit.
Compliance and registrations: registration on the Central Supplier Database, a SARS Tax Compliance Status PIN, printed TCS certificate or CSD number, and a compliant tax status — no award is made to a non-compliant taxpayer. No bids are accepted from persons in the service of the state. Joint ventures, consortia and subcontractors must each submit a separate TCS certificate, PIN or CSD number, plus a joint venture agreement showing each partner's percentage contribution.
Returnable documents: every form must be completed, signed and attached — Clarification Meeting Certificate, Authority to Sign a Bid with a certified board or member resolution, Certificate of Authority for Joint Ventures, MBD 4, MBD 5, MBD 6.1, MBD 8, MBD 9, MBD 10, the OHSA form with a valid Letter of Good Standing from the Compensation Commissioner, Form of Indemnity, Pricing Schedule, Form of Offer and Acceptance, Declaration by Tenderer, CIDB certificate, and the schedules of plant and equipment, subcontractors and work experience (current and completed contracts). The successful bidder must sign the written contract form (MBD 7).
Contract and validity terms: the bid must remain valid for 180 days after closing, the works must be completed within 122 calendar days, and clarification requests must reach the municipality at least five working days before the closing time.

Quality Management
Source: Tender BSM 28 27 Construction of basic services Enkanini Informal Settlements Kayamandi.pdfGoods and services supplied must conform to the standards stated in the specification. The employer may inspect premises, conduct tests and analysis during working hours, and may request samples or other material needed for a full risk assessment; failure to provide requested material may render the bid non-responsive. Samples provided for evaluation must be disposed of where required. Contract documents and information supplied by the municipality may not be disclosed or used for any purpose other than performing the contract, and must be returned on completion if requested.
Pricing Schedule
Source: Tender BSM 28 27 Construction of basic services Enkanini Informal Settlements Kayamandi.pdfComplete and sign the Pricing Schedule. Rates and prices must be fixed for the contract duration and stated in Rand. All duties, taxes and levies other than VAT, applicable 14 days before closing, must be included in the rates and prices; VAT payable by the employer is shown separately as an addition to the tendered total. The total bid price on the cover must be inclusive of VAT. Arithmetical errors are corrected by the employer: words govern over figures, a line item total governs over the unit rate, and the total of the prices governs, with the bidder asked to revise selected item prices to match it.

Section
Source: Tender BSM 28 27 Construction of basic services Enkanini Informal Settlements Kayamandi.pdfPreference points system: 80/20. Price 80 points, B-BBEE status level 10 points, locality 10 points, total 100. Locality scores 10 points for bidders within the municipal boundaries and 0 outside. B-BBEE points follow the B-BBEE scorecard; a bidder without a valid certificate or original sworn affidavit scores 0 for B-BBEE. Price points are calculated with the prescribed formula and all scores are rounded to two decimal places. The contract is awarded to the bidder with the highest total number of points.
