• Scope: Design and Build (Turnkey) contract for the demolition of existing units and construction of new prefabricated housing units at the Hawequa and Obiqua Correctional Centres, Allandale Management Area.
• The procurement is for Project Stages 3, 4.1, 5 and 6 only.
• The professional team must include registered professionals (e.g., Structural Engineer, Architect, Occupational Health and Safety Manager) with valid registrations (SACAP, ECSA, SACPCMP).
• The contractor must provide a detailed, realistic project programme within the stipulated timeframe, using an acceptable project management software. This programme will form part of the contract and define the contract period.

• Company experience on similar projects not older than 5 years: 30 functionality points.
• Quality of services based on client reference letters (on provided template): 20 functionality points.
• Qualifications, experience, and professional registration of the professional services provider: 30 functionality points.
• Contractor's resources: 10 functionality points.

• A letter of intent for a performance guarantee to the value of 10% of the construction amount is required.
• The guarantee must be issued by a registered insurance company (under the Long-Term or Short-Term Insurance Act) or a bank registered under the Banks Act.
• No alterations to the pro-forma wording are accepted.
• Financial viability is part of the functionality assessment (10 points).

• Mandatory Registrations & Certificates:

• Valid and active CIDB grading of 3 GB or higher. For JVs, a consolidated grading equivalent to 3 GB or higher is required.
• Proof of registration with the NHBRC (lead partner for JV/Consortium).
• Valid COIDA or Letter of Good Standing from the Department of Labour/FEM (each JV/Consortium company must submit; not applicable to sole proprietors).
• Valid Professional Indemnity (PI) Insurance cover of at least R500,000 per professional discipline, from a licensed FSP.
• Valid professional registration for required service providers (e.g., SACAP, ECSA, SACPCMP).

• Administrative Documents:

• Fully completed SBD forms (SBD1, SBD4, SBD6.1).
• CIPC document(s) for each company in a JV/Consortium.
• Proof of CSD registration (individual for consortium, combined for JV).
• Duly signed Letter of Authority.
• Certified ID copies of Directors not older than 3 months.
• For state employees: letters from their Accounting Officer/Authority as per PAMA requirements.
• Signed Joint Venture Agreement if applicable.
