Two-stage evaluation: Stage 1 – Functionality (minimum qualifying score 70 out of 100). Functionality criteria: company experience in security services (30 points), key personnel qualifications and PSIRA grades (25 points), operational plan and methodology (25 points), resources and equipment (20 points). Stage 2 – Price and Preference (80/20 system): 80 points for price, 20 points for B-BBEE status level. Only bidders who meet the 70-point functionality threshold proceed to Stage 2.

Pricing schedule (SBD 3.1) – firm monthly rate per guard grade (Grade C, Grade B) inclusive of all costs (wages, statutory contributions, uniforms, equipment, supervision, management fee, overheads, and VAT). Rates fixed for Year 1; escalation for Years 2 and 3 linked to CPI or sectoral determination, whichever is lower. Performance guarantee: 10% of the annual contract value, in the form of a bank guarantee or insurance bond, to be submitted within 14 days of award. Payment terms: monthly in arrears within 30 days of receipt of certified invoice and satisfactory performance report. Public liability insurance of at least R5 million required. No advance payments.

Mandatory compliance: CSD registration (active), valid SARS tax compliance status PIN, B-BBEE certificate or sworn affidavit (for preference points), CIDB registration minimum Grade 4 SF (Security Services), PSIRA registration for the company and all deployed officers (valid certificates), letter of good standing from Compensation Fund (COIDA), public liability insurance minimum R5 million, CIPC company registration documents, and Authority to Sign / Board Resolution authorising the signatory.
