The financial intelligence centre (fic) invites bids from suitably qualified and experienced service providers for the support, maintenance, enhancement, configuration and expansion of its existing cloud-based halo itsm solution. The contract will run for three years (annually renewable based on performance), with services commencing by 01 november 2026 and the final product delivered by 31 march 2027. Bidders must be accredited halo implementation delivery partners and must comply with all mandatory requirements, including csd registration, tax compliance, and submission of the required forms, or risk disqualification.
Bidders must be registered on the Central Supplier Database (CSD) and submit a valid CSD registration report or supplier number as proof.
Bidders must be accredited HALO implementation delivery partners and attach valid proof of accreditation.
Bidders must submit a valid B-BBEE certificate issued by a SANAS accredited agency or a sworn affidavit as prescribed by the B-BBEE codes of good practice (failure forfeits preference points).
Bidders must complete, sign and submit SBD 1 (Invitation to Bid) and SBD 4 (Bidder's Disclosure) – failure results in disqualification.
Bidders must complete and submit SBD 6.1 (Preference Points Claim Form) – failure forfeits specific goal points.
Bidders must submit a completed pricing proposal/schedule using the provided templates, including pricing for enhancements, licensing (existing and additional), and support and maintenance for three years.
Bidders must comply with all technical specifications and scope of work as detailed in Part D – only bids fully compliant will be evaluated further.
Bidders must submit one original printed copy and one electronic copy (preferably on a memory stick) of the RFB document to the tender box by the closing date and time.
Bidders must request an access pin 24 hours in advance from [email protected] and present an ID or valid driver's licence at the main gate.
Bidders must provide a valid SARS tax compliance status PIN or CSD number; consortia/joint ventures must each submit separate TCS or CSD numbers.
Bids from persons in the service of the state, or companies with directors who are in the service of the state, will not be considered.
The proposal must remain valid for 90 days from the closing date.
