The gauteng department of education is establishing a pre-qualified panel of law firms to provide legal services to its head office, district offices and schools on an as-and-when-needed basis over three years. Work is allocated across five categories: law of delict and contracts, mediation/adr and labour law hearings, drafting and review of legislation and policies, litigation, and legal investigation. Bidders must tick at least one category, submit fic, fidelity fund and legal practice council documentation for each named attorney, and score at least 70 out of 100 on functionality for that category, with 80 required to be shortlisted onto the panel. The most consequential risk is that a bid with NO category selected, or missing any of the eliminating legal-practice documents, is disqualified before scoring.
Closing and submission — 20 November 2026 at 11:00, sealed envelope to the tender box at 100 Main, corner Rissik and Main Street, Marshalltown, Johannesburg (open weekdays 07h00–16h00); fax and email bids are rejected and late bids are not accepted.
Category selection — bidders must tick at least one of the five service categories; a bid that selects no category is disqualified, and a bidder may be appointed to more than one category.
Eliminating legal-practice documents — Financial Intelligence Centre registration number for the firm, a Fidelity Fund Certificate in the firm's name, and current Legal Practice Council registration plus a valid Letter of Good Standing for each of the Legal Director/Project Leader/Attorney, Professional Assistant/Attorney and Personnel/Attorney.
Functionality threshold — minimum 70 out of 100 per category to remain in the process; 80 out of 100 to be shortlisted onto the panel. Scoring is capacity to deliver 50, human resources 30 and company experience 20.
Personnel qualifications — NQF 9 (master's or equivalent) for the Legal Director/Project Leader, NQF 8 (Honours or equivalent) for the Professional Assistant and NQF 7 (Bachelor's or equivalent) for the Personnel/Attorney, with CVs showing years of experience; under 5 years (under 3 for Personnel) scores zero.
Company experience — verifiable reference letters on client letterhead with the signatory's contact details; 5 or more completed contracts/projects scores the full 20 points, 3–4 scores 10, 2 scores 5 and fewer than 2 scores zero.
Non-eliminating compliance — CSD registration, a valid SARS Tax Compliance Status pin (or CSD number where no pin exists), and a valid B-BBEE certificate or sworn affidavit attested by a Commissioner of Oaths; bids from persons in the service of the state are not considered.
