Supply of two complete unmanned aerial systems for the border management authority's land borderline segment monitoring, each comprising an air vehicle with spares, a stabilised electro-optical and thermal sensor payload, a vehicle-operable mobile ground control station, an encrypted high-bandwidth command and video data link, battery provision for three consecutive sorties, transit cases with a twelve-month maintenance and consumable set, remote pilot and payload operator training to licence standard, aircraft documentation and commissioning. The systems must cover the six land borderline sectors — namibia, botswana, zimbabwe, mozambique, eswatini and lesotho — operating in heat and dust on the arid frontages and at altitude on the mountainous lesotho frontage, with at least 60 minutes of endurance per sortie and a 10 km operating radius. Bids are scored on the 80/20 preference system, 80 points for price and 20 for specific goals, and only firm prices inclusive of VAT are accepted. The most consequential consideration is that the aircraft must be flown under part 101 of the civil aviation regulations with licensed remote pilots, a hard non-overridable geofence on the international boundary, and NO imagery, telemetry or flight log routed through a manufacturer or third-party service.
Closing: 09 November 2026 at 11:00, submitted electronically through the eTender portal; late bids and bids sent by telefax or telegraphic means are not considered.
Scope: two complete unmanned aerial systems, each with air vehicle and spares, EO/thermal sensor payload, mobile ground control station, encrypted command and video data link, batteries for three consecutive sorties, transit cases, twelve-month maintenance and consumable set, training, documentation and commissioning; endurance of at least 60 minutes per sortie with full payload and an operating radius of at least 10 km.
Evaluation: 80/20 preference system — 80 points for price and 20 for specific goals, split as black ownership 10, women ownership 4, youth ownership 3 and military veteran ownership 3, with 100% ownership scoring full points and 51% to under 100% scoring half; no proof of a claim means no points.
Compliance evidence: CSD registration with a signed declaration that the information is correct and current, a SARS Tax Compliance Status PIN or CSD number where no PIN exists, a valid B-BBEE certificate or sworn affidavit for EMEs and QSEs, and a board resolution or proof of authority signed by all directors, members or partners; consortia, joint ventures and subcontractors each submit their own TCS certificate, PIN or CSD number.
Pricing: firm prices only, non-firm prices and exchange-rate-variable prices are rejected, VAT shown at 15%, all delivery costs included, a separate pricing schedule for each delivery point where delivery points affect pricing, and the offer valid for 120 days from the closing date.
Technical and regulatory thresholds: encrypted and authenticated command and control resistant to spoofing, encrypted video downlink, hard geofence on the international boundary that cannot be overridden in flight, geolocation accuracy stated and demonstrated, onboard recording at full sensor resolution, Part 101 Civil Aviation Regulations compliance, remote pilot licences for each named operator, an operations manual capable of approval, and third-party liability cover in place at commissioning.
Contract risk: performance security furnished within 30 days of award notification in the amount stated in the Special Conditions of Contract, warranty of 12 months after delivery and acceptance or 18 months after shipment whichever ends first, delay penalty at the prime interest rate per day of delay, payment within 30 days of an approved invoice, and disbursements capped at 10% of the total paid against original receipts for pre-agreed expenses; employees who are not South African citizens may not be used unless vetted and holding a work permit, failing which the contract may be terminated.
