The border management authority requires a twelve-month subscription to verified threat intelligence feeds on first-tier border threats, delivered as a standing machine-readable feed with ten named analyst accounts, an induction for those users and a named analyst contact for source and verification queries. Coverage must span five required threat categories across the border law enforcement area, every land, sea and air port of entry, the six neighbouring states and the regional transit corridors, with each item stating its originating source type, verification basis, event date, reporting date and a persistent reference. Acceptance is decided on a working trial against live reporting of at least fifty items rather than a platform demonstration, and retention of received items in the authority's registers after the subscription ends is a condition of award. Bids close on 10 november 2026 at 11:00 through the etender e-submission platform under the 80/20 preference point system, and only firm prices inclusive of VAT at 15% will be considered.
Closing and submission: bids close on 10 November 2026 at 11:00 and must be submitted through the eTender e-submission platform; late bids are not accepted and bids sent by telefax or telegraphic means are not considered.
Returnable documents: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule – Firm Prices), SBD 4 (Bidder's Disclosure, every question answered individually), SBD 6.1 (Preference Points Claim), SBD 7.1 (Contract Form), a signed declaration that the CSD information is correct and up to date, and proof of authority to sign such as a company resolution signed by all directors, members or partners.
Tax and registration: a SARS tax compliance status PIN is required, or a CSD number where no PIN is available; consortium, joint venture and subcontractor parties must each submit a separate TCS certificate, PIN or CSD number. An active B-BBEE verification certificate, or a sworn affidavit for EMEs and QSEs, must accompany the bid to claim preference points.
Evaluation and scoring: the 80/20 system applies, with 80 points for price and 20 points for specific goals — Black ownership up to 10 points, women ownership up to 4, youth ownership up to 3 and military veteran ownership up to 3. No points for specific goals are awarded where the supporting proof is not submitted with the bid.
Pricing and security: only firm prices are accepted, quoted in Rand and inclusive of VAT at 15% and all applicable taxes, with the offer valid for 120 days from the closing date; a performance security must be furnished within 30 days of notification of award in the amount stated in the Special Conditions of Contract, and payment is made within 30 days of an approved invoice against agreed deliverables.
Exclusions that disqualify: no bid is considered from a person in the service of the state, a company with such a director or a close corporation with such a member; bidders on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified, fronting is not supported, and non-South African employees may only be used if vetted and holding a valid work permit.
Technical acceptance risk: acceptance rests on a live working trial in which at least fifty sampled items must each carry originating source type, verification basis, event date, reporting date and a persistent reference with single-source items identified, and each of the five required threat categories must be populated with reporting on the border law enforcement area or a port of entry, at least some of it originating beyond South African territory.
