Summary
ESKOM requires the installation of 24-core optical ground wire (opgw) fibre optic cables between five substation pairs in limpopo: rampheri–unin, hlanganani–mashau, paradise–mandala, silimela mts–wolwekral, and uchoba–der brochen. The work is contracted under five separate nec3 engineering and construction contracts, with one invitation to tender covering all projects. Bidders must pass a technical evaluation (minimum 80%) and a factory assessment (minimum 80%) before price and b-bbee scoring determine the award. The most consequential consideration is the mandatory technical threshold: only tenderers scoring at least 80% in the desktop technical evaluation proceed to the factory assessment, and failure at either stage disqualifies the bid.
Key Requirements
Closing: Submit electronically via Eskom E-Tendering (https://etendering.eskom.co.za) by 13 November 2026 at 10:00; late tenders are rejected.
Mandatory returnables at closing (disqualifying if missing/incomplete): fully signed NEC3 ECC, Annex A (fibre optic experience), Annex B (installation methodology), Annex C (technical documentation compliance), Annex D (installer check sheet).
Technical evaluation threshold: score at least 80% (68 of 85 points) in the desktop evaluation to proceed; factory assessment also requires 80% (28.8 of 36 points) – failure at either stage disqualifies.
Experience requirement: provide evidence of fibre optic installation projects in the last 5 years; 5 or more projects earns maximum points (40% weighting).
Local content (mandatory, must be achieved in full): HDPE pipes 100%, optical fibre cables 90%, ducting/structural pipework 10%; submit SBD 6.2 (Annexure G1) and Local Content Declaration Summary (Annexure G2).
B-BBEE: claim preference points under the 80/20 system (max 20 points); provide a valid B-BBEE certificate (SANAS-accredited), sworn affidavit, or CIPS affidavit, plus CIPC ownership proof and certified ID copies of shareholders.
Non-compulsory clarification meeting: 05 November 2026 at 11:00 on Microsoft Teams; confirm attendance with the Eskom Representative ([email protected]) before the meeting.

Source: SANS61386-24.pdf (unknown)
SANS 61386-24:2005 (identical adoption of IEC 61386-24:2004, reaffirmed and reprinted February 2021) — conduit systems for cable management, Part 24: conduit systems buried underground. Must be read with IEC 61386-1, general requirements.
Scope
Sets requirements and tests for conduits and conduit fittings that protect and manage insulated conductors and cables in electrical installations and communication systems.
Covers metallic, non-metallic and composite systems, including threaded and non-threaded entries that terminate the system.
Classification by mechanical properties
Compression resistance: Type 250, Type 450 or Type 750. Type 250 requires additional installation precautions under the applicable national regulations; Types 450 and 750 may be buried directly without extra precautions.
Impact resistance: Light (code L) or Normal (code N).
Bending: rigid or pliable.
Temperature classification: not applicable to this part.
Marking
Each conduit must carry the impact code (L or N) immediately followed by the compression code (250, 450 or 750).
Marking must repeat along the conduit at intervals of preferably 1 m and never more than 3 m.
Manufacturer documentation
The manufacturer must provide all literature needed for correct and safe installation and use.
For Type 250 systems, installation precaution instructions based on the relevant national technical rules must also be supplied.
Dimensions (Table 101)
Preferred nominal outside diameters: 25, 32, 40, 50, 63, 75, 90, 110, 125, 140, 160, 180, 200, 225 and 250 mm, with minimum inside diameters of 18, 24, 30, 37, 47, 56, 67, 82, 94, 106, 120, 135, 150, 170 and 188 mm respectively.
Outside diameter tolerance: nominal outside diameter plus up to 1.8%, rounded up to 0.1 mm.
Minimum inside diameter: nominal outside diameter divided by 1.33.
Inside diameter is verified by averaging two perpendicular measurements on the same section; outside diameter is verified with a ring gauge or an equivalent method.
Quality Management
Source: SANS61386-24.pdf (unknown)
Conduit systems must pass the compression, impact and bending tests of clauses 10.2 to 10.4; general test conditions and definitions follow IEC 61386-1, and compliance is checked by those tests.
Compression test
Sample length: 200 ± 5 mm. Conduits containing non-metallic material may not be tested until 10 days after manufacture.
Samples are compressed between flat steel plates at 15 ± 0.5 mm/min.
At a vertical deflection equal to 5% of the average original inside diameter the applied force must be at least 250 N (Type 250), 450 N (Type 450) or 750 N (Type 750).
After the test no crack may allow light or water through between the inside and the outside.
Impact test
Twelve samples of 200 ± 5 mm, or fittings tested while assembled with conduits, are conditioned at −5 ± 1 °C for 2 h and then struck once by the falling hammer of the Figure 101 apparatus; the impact must be completed within 10 s of removal from the cold chamber.
Energy values follow Table 102. Light: 3 J up to 60 mm, 6 J for 61 to 90 mm, 12 J for 91 to 140 mm and 15 J above 140 mm. Normal: 15 J up to 60 mm, 20 J for 61 to 90 mm, 28 J for 91 to 140 mm and 40 J above 140 mm.
At least nine of the twelve samples must pass.
Passing samples must let the specified ball drop through under its own weight with no disintegration and no crack admitting light or water.
Bending test (pliable conduits only)
Six samples are tested: three at room temperature and three after 2 h conditioning at −5 ± 1 °C, with the cold samples bent within 10 s of removal.
Samples are bent to approximately 90° at the manufacturer's declared minimum bending radius and must not flatten.
While bent, a ball of diameter equal to 95%, plus 1 and minus 0 percent, of the declared minimum inside diameter must pass through.
Other clauses
Electrical properties (11.1 to 11.3) are under consideration; thermal properties do not apply to this part; fire effects clause 13.1.2 is under consideration.
External influences and electromagnetic compatibility apply as set out in IEC 61386-1.
Compliance Requirements
Source: SANS61386-24.pdf (unknown)
Product compliance
Conduit systems and fittings installed must satisfy SANS 61386-24:2005, applied together with IEC 61386-1.
Conduits must carry the correct impact and compression classification codes, repeated along the length at intervals of preferably 1 m and not more than 3 m.
The manufacturer must supply installation and safety literature, plus Type 250 installation precaution instructions where that type is used.

Scope: Installation of overhead fibre links between patch panel enclosures at terminating substations, including stringing, tensioning, earthing, jointing, and terminating of OPGW.
Preparatory work:
Select OPGW drum lengths for specific line sections, allowing for sag and winch tensioner take-up; joint positions and drum lengths must be approved by employer.
Transport drums vertically with ends sealed; never lay on sides; store away from hazards and clear vegetation.
Stringing:
Use hydraulic pullers with dynamometers (pulling capacity ≥1.5× stringing tension), tensioner with bull wheel ≥1.2 m diameter, drum jacks with braking, anti-twisting counterweights (12 kg for spans ≤300 m, 15 kg for 300–700 m, 20 kg for >700 m).
Pulley guides: min 450 mm diameter for intermediate, 600 mm for strain structures; twin running blocks for angles >60°.
Stringing speed ≤30 m/min, reduce to 5 m/min near pulleys; winch with settable pulling force and automatic shutdown.
Maintain minimum bend radius per manufacturer; sagging and fitting installation within 72 hours; earthing when left overnight or >48 hours.
Jointing and splicing:
Use down-lead clamps at every tower steelwork intersection, max 2 m apart; insulated or non-insulated as required.
Splice enclosures mounted high on tower above anti-climbing device; safe clearances from phase conductors (e.g., 7.0 m for 765 kV, 5.0 m for 400 kV, 3.0 m for 132 kV).
Fusion splicing by authorized technicians; average splice loss per annex B.
Termination:
Terminate OPGW at substation gantry with non-insulated strain assembly; earth bond with crimped lug.
