Respondents must be suitably qualified service providers, technology vendors, or OEMs/OSMs. They must comply with South African legislative frameworks (PFMA, PPPFA, B-BBEE, POPIA, etc.). Bidders must be registered on the Central Supplier Database (CSD) and provide tax compliance status (TCS PIN or CSD number). Declarations (SBD 4) regarding state employment, conflicts of interest, and collusion are required. Foreign suppliers must answer specific questionnaire items. Bidders listed on the Register for Tender Defaulters/Restricted Suppliers are disqualified.

• The NHBRC seeks a fully integrated, scalable, and secure enterprise solution to modernise and digitise:

• Core Regulatory Processes:

• Builder Registration and Renewal.

• Competent Persons Management.

• Home Enrolment and Compliance.

• Inspections (including mobile capabilities).

• Complaints, Conciliation, and Remedial Processes.

• Centre for Housing Innovation (Material Laboratory).

• Enforcement and Legal Processes.

• Builder and Competent Persons Grading.

• Back-office Support Processes (ERP Platform):

• Finance Management.

• Human Resources Management, including e-Recruitment.

• Supply Chain Management, including eProcurement.

• Enterprise Asset Management.

• Portfolio, Programme and Project Management.

• Safety, Health and Environment (SHE).

• Facilities Management.

• Strategy, Monitoring and Evaluation.

• The solution must be workflow-driven, provide a 360-degree view, and integrate with internal and external systems.

• Technical requirements include:

• A modern platform and hosting architecture with self-service, mobility, and cloud/hybrid deployment.
• Strong integration capabilities.
• Robust security, access control, and data management.

• Respondents must demonstrate capability for end-to-end delivery, implementation, and support.

• Provide indicative pricing for full modernisation, including implementation, licensing, and support/maintenance costs.
• In your pricing schedule, indicate a ceiling price inclusive of all applicable taxes.
• Specify the period required to commence the project after bid acceptance.
• State if quoted rates are firm for the full period; if not, detail the basis for adjustment (e.g., consumer price index).

• Bidders must be registered on the Central Supplier Database (CSD).
• Provide your CSD number or MAAA number.
• Submit proof of tax compliance status (TCS PIN) or your SARS PIN.
• If a consortium/joint venture/sub-contractor is involved, each party must submit separate proof of TCS/PIN/CSD number.
• Foreign suppliers must complete a questionnaire regarding residency, branch, establishment, and income in South Africa.
• This RFI is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022.
• A maximum of 20 preference points may be awarded, verified via the CSD report.
• Provide company registration documents.
• Provide proof of OEM/OSM accreditation for proposed solutions.
