• Deposit the bid in the Bid Box at: Department of Agriculture and Rural Development, 1 Cedara Road, Cedara 3200, Supply Chain Management Bid Box.

• Use the official bid forms provided; do not retype them. Photocopies are allowed but must have an original signature.
• Submit a complete bid with all required documents: Part A (SBD 1), Part B (SBD 1), Section B (CSD Registration), Section C (CSD Declaration), Part C (Pricing Schedule), Section D (SBD 4), Section E (SBD 6.1).
• Each bid must be in a separate sealed envelope with the bidder's name, address, bid number (DARD 14/2026), and closing date clearly marked.
• Initial every page of the bid document. Do not use correcting fluid; any alterations must be initialed.
• Bids will be opened publicly after the closing time.

Eligible bidders must: 1) Be registered on Central Supplier Database at bid closing, 2) Have valid tax compliance status (TCS pin/CSD number), 3) Not be persons in service of the state (directors/members), 4) Possess valid B-BBEE verification certificate or sworn affidavit (EME/QSE), 5) Have capacity to provide security services for 36 months at Ilembe District, 6) Meet minimum grading requirements for security officers per site, 7) Have relevant past experience in security services, 8) Comply with PSIRA regulations and all applicable labor laws.

• Scope: Provision of Security Services at the Departmental Offices in Ilembe District for a period of 36 months.
• The department may accept part of a tender rather than the whole tender.
• The department may carry out site inspections, product evaluations, or explanatory meetings to verify service quality.
• The bidder's premises must be open for inspection by the department during reasonable hours if inspection is a condition.
• Supplies or services that do not comply with contract requirements may be rejected, with costs borne by the supplier.
• Refer to detailed specifications in the bid document sections: Terms of Reference (Section J), Special Terms and Conditions (Section K), and Annexures (e.g., Numbers and Grades of Security Officers Required per Site - Section L).

• Refer to Annexure A (Bidders Past Experience) and Annexure B (Prescreen and Vetting) in the bid document for experience requirements.
• Detailed requirements may be in the Terms of Reference (Section J) and Special Terms and Conditions (Section K).

• The department may conduct site inspections, product evaluations, or explanatory meetings to verify service quality.
• The bidder's premises must be open for inspection by the department during reasonable hours if inspection is required.
• Supplies or services that do not comply with contract requirements may be rejected, with costs borne by the supplier.
• Pre-bidding testing costs are borne by the bidder.

• Submit a firm price bid. Non-firm prices will not be considered.
• Use the Pricing Schedule (Part C) to provide the total bid price in Rand, including all applicable taxes.
• The offer must be valid for 180 days from the closing date.
• If providing professional services, include hourly/daily rates, project phases, travel expenses, and indicate if rates are firm for the contract period.

• Submit a firm price bid. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• The bid price must be in South African Rand and include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• The offer must be valid for 180 days from the closing date (11 August 2026).
• Provide a total bid price in words and figures on the Pricing Schedule (Part C).
• If applicable, provide a breakdown of costs (e.g., labour, transport) as per the price adjustment formula for non-firm prices.
• All delivery costs must be included in the bid price.

• Registration on the Central Supplier Database (CSD) is mandatory. If not registered by the closing time, the bid will be disqualified. Register at www.csd.gov.za.
• Submit a valid Tax Compliance Status (TCS) PIN from SARS or a printed TCS certificate. Alternatively, provide your CSD number if no TCS PIN is available.
• For consortia/joint ventures/subcontractors, each party must submit a separate TCS certificate/PIN/CSD number.
• Submit a B-BBEE Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to claim preference points.
• Complete and submit the Preference Points Claim Form (SBD 6.1).
• Bidders in the service of the state, or companies with directors in the service of the state, are not eligible.
• Ensure all information on the CSD is correct and up to date; incorrect information may lead to disqualification.

• The successful bidder must sign a written contract form (SBD 7).
• The contract includes General Conditions of Contract (GCC) and Special Conditions of Contract (SCC).
• The supplier warrants that goods/services are new, unused, and defect-free.
• Warranty period: 12 months after delivery or 18 months after shipment, unless specified otherwise.
• The purchaser may inspect records and have them audited.
• Performance security may be required within 30 days of award, in the form of a bank guarantee or certified cheque.
• The supplier must indemnify the purchaser against patent/trademark infringement claims.
• The contract may include incidental services like training, maintenance, or provision of manuals.

• The 80/20 preference point system applies (or 90/10 if tender value exceeds R50 million).
• Points are awarded for Price and Specific Goals (B-BBEE status).
• Submit B-BBEE documentation to claim preference points.
• The department may conduct site inspections or evaluations to verify services.
