TRANSNET port terminals requires a once-off supply and delivery of hydro-boil units, heavy-duty commercial washing machines and heavy-duty commercial dryers to its cape town terminals, with the detailed specification set out in annexure a. Bids are scored on the 80/20 preference point system — 80 points for price and 20 for specific goals — and must be uploaded to the TRANSNET e-tender submission portal by 3 november 2026 at 16:00. Pricing has to be completed electronically on the TRANSNET system in the prescribed schedule, and the biggest risk for an sme is that missing mandatory or essential returnable documents (csd, SARS pin, cipc proof, b-bbee evidence and the signed declarations) can disqualify the bid or forfeit the 20 preference points.
Closing and submission: 3 November 2026 at 16:00, electronic upload only via the Transnet e-Tender Submission Portal (transnetetenders.azurewebsites.net, Google Chrome); register a company profile and log an intent to bid under the bidding company's own name — late bids and bids lodged through another company's profile are rejected.
No compulsory briefing or site visit: no formal briefing will be held; clarification queries must reach [email protected] by 30 October 2026 at 10:00, and Transnet circulates its answers to all bidders.
Pricing: complete pricing electronically on the Transnet system in the prescribed price schedule, in South African Rand inclusive of VAT; a different format may disqualify the bid, unpriced disbursements are not accepted, and the delivery lead time from purchase order date must be stated.
Evaluation: 80/20 system (estimated value not exceeding R50 000 000) — price 80 points using Ps = 80 x (1 - (Pt - Pmin) / Pmin), plus 20 specific-goals points (B-BBEE Level 1 or 2, majority black-woman, black-youth or disability ownership: 5 points each; non-compliant contributor 0); no proof submitted means no points.
Returnable documents: mandatory electronic pricing, plus essential items — SBD 1, Section 5 RFQ Declaration/Certificate of Acquaintance/Breach of Law, Section 6 Specific Goals Points Claim, Section 7 POPI form, master agreement, SARS tax compliance PIN aligned to the CSD report, CSD and CIPC registration proof, B-BBEE certificate or sworn affidavit, SBD 4 declaration and proof of authority to sign — all sections signed, stamped and dated.
Validity and award conditions: bids must remain valid for 90 business days from the closing date, and a bidder who fails to answer an extension request before expiry is excluded; award may be conditional on the bidder, its personnel and subcontractors obtaining CONFIDENTIAL, SECRET or TOP SECRET security clearance at the bidder's own cost.
Disqualifying conduct: collusion, canvassing Transnet officials between closing and award, false declarations, or listing on the Register for Tender Defaulters or the List of Restricted Suppliers — false information can also lead to contract cancellation and restriction from public sector business for up to 10 years.

Transnet Port Terminals requires a once-off supply and delivery of hydro-boil units, heavy-duty commercial washing machines and heavy-duty commercial dryers to Cape Town Terminals.
Bidding is conducted entirely through the Transnet e-Tender Submission Portal at transnetetenders.azurewebsites.net, accessed with Google Chrome. Bidders register a profile, view advertised tenders, log an intent to respond and upload their proposal against the selected tender. Each upload is limited to 30 MB and multiple uploads are allowed. A bidder guide is available on the portal.
Bidders should upload well before the deadline so that connectivity or file-size problems can be resolved; Transnet accepts no responsibility for bidder-side technical failures. Only one proposal per bidder is permitted. Each company must bid under its own registered profile — bids submitted through another company's profile, including a holding or subsidiary company, are rejected or disqualified. Any party to a joint venture may submit on the JV's behalf.
