Submission method: sealed envelope, hand-delivered, by courier, or posted at the bidder's risk, deposited into the Bid box at the Overberg District Municipality, 26 Long Street, Bredasdorp, 7280, by 12:00 on 30 October 2026. Faxed, e-mailed and late bids will not be accepted. Bids must be submitted on the official forms provided, not retyped or altered. The complete bid document must be returned with every page initialled by the authorised signatory and signed in black ink (electronic signatures not accepted). Correction fluid (Tippex) corrections disqualify the bid. The checklist at the back of the bid document must be completed and adhered to.

Returnable forms and documents (each to be completed and signed as applicable):

• MBD 1 – Invitation to Bid: bidder and contact details, signed as the offer cover page.
• MBD 2 – Tax Compliance Status: provides SARS TCS PIN or CSD number.
• MBD 3.1 – Pricing Schedule: completed pricing for the two line items.
• MBD 4 – Declaration of Interest: discloses whether any director or shareholder is employed by the state or connected to anyone at the municipality.
• MBD 5 – General Conditions of Contract: acknowledges the GCC apply.
• MBD 6.1 – Preference Points Claim Form: claims B-BBEE points under the PPPFA 80/20 system.
• MBD 6.1(a) – Sworn Affidavit for B-BBEE Exempted Micro Enterprise: for EMEs claiming B-BBEE points.
• MBD 7.1 – Contract Form: successful bidder signs within 30 days of notification.
• MBD 8 – Declaration of Bidder's Past Supply Chain Management Practices: discloses any past improper conduct.

Disqualification risks:

• Any returnable form left unsigned or omitted.
• Missing pages, unauthorised alterations, or Tippex corrections.
• Bids received after the closing time, regardless of reason.
• Failure to initial every page of the bid document.
• Bids from persons in the service of the state.

Evaluation stages:

1. Functionality / technical evaluation – minimum qualifying score: 25 out of 35 points. Bidders scoring below 25 are not evaluated further.

• Quality of services rendered (based on reference letters with contactable persons): 1-2 positive references = 5 points; 3-4 = 15 points; 5+ = 20 points.
• Experience in providing lifesaving services (confirmed by business registration or previous contracts): less than 3 years = 0 points; 3-4 years = 5 points; 5-7 years = 10 points; 8+ years = 15 points.

2. Price and preference points – 80/20 preferential procurement system: 80 points for price, 20 points for specific goals (B-BBEE).

Award:

• Two bidders will be identified for award. The second bidder is used if the first fails to perform; the first bidder is held responsible for the cost difference.
• The municipality is not bound to accept the lowest or highest-scoring bid and may accept any part of a bid.
• Estimated quantities are for evaluation purposes only, not actual quantities.

Scope: Provision of lifeguard services at Uilenkraalsmond and Die Dam Resorts during peak holiday periods.

Staffing requirements:

• 2 Lifesavers at Die Dam Resort for the minimum period 28 – 31 December 2026 and 1 January 2027.
• 2 Lifesavers at Uilenkraalsmond Resort for the minimum period 24 – 31 December 2026 and 1 January 2026.
• Services available daily from 9:00 to 17:00.

Lifesaver qualifications and equipment:

• National Lifesaver Certificate.
• Minimum Level 1 First Aid.
• Registration as a lifesavers business or organisation – proof of registration must be submitted with the bid.
• Own equipment to facilitate water safety.
• Appropriate uniform.

Operational requirements:

• The Supervising Lifesaver Manager must inspect all personnel and equipment every second day and report deficiencies to Resort Management.
• A written report on operations, incidents and equipment status must be submitted weekly.
• Lifesavers must abide by the Rules of the Resort (available at the Uilenkraalsmond office).
• A camping site will be made available; lifesavers must provide their own tents and food.

No sub-contracting between third parties of any kind is allowed.

Pricing format:

• Complete the specific pricing schedule (MBD 3.1); alternative pricing schedules will not be accepted.
• Prices in Rand, inclusive of VAT (15%). All prices must include all expenses, disbursements, costs, overheads and profit; prices are final and binding.
• Two line items: 2 Lifesavers at Die Dam Resort (daily rate for 2 lifesavers) and 2 Lifesavers at Uilenkraalsmond Resort (daily rate for 2 lifesavers).
• Estimated quantities are for evaluation purposes only and should not be used for pricing.

Payment terms:

• No upfront payments. Payment only after verification that services are according to specifications.
• Payment within 30 calendar days of receiving a valid invoice.
• VAT must be shown clearly on each invoice; the municipality's VAT registration number is 4610114409.

Other:

• The successful bidder is liable for all duties and costs on legal documents, surety and retentions.
• Prices charged must not vary from those quoted.

Mandatory eligibility:

• Valid Tax Compliance Status PIN issued by SARS (or CSD number if no TCS available). Bids without it are invalidated. Consortia, joint ventures and sub-contractors must each submit a separate TCS PIN.
• Registration on the Central Supplier Database (CSD) – the municipality may not do business with unregistered suppliers.
• Registration on the Overberg District Municipality's Accredited Supplier Database is expected.
• Copy of business registration documents.
• Copy of the company's latest municipal account statement (not older than 3 months) or lease agreement if leasing, unless already on the municipality's accredited supplier database with these documents on file.
• B-BBEE status level verification certificate (SANAS-approved) or sworn affidavit (for EMEs and QSEs) to qualify for preference points. The certificate must be an original or certified copy of the original, not a photocopy of another certified copy.
• Board resolution or equivalent authorisation for the signatory (Authority to Sign).
• At least three reference letters from companies with whom the bidder has conducted business relating to the terms of reference, with contact details.
• Proof of registration as a lifesavers business or organisation.

Disqualifying conditions:

• Bidders whose municipal rates, taxes or charges due to the Overberg District Municipality or its entities are more than three months in arrears, without a settlement arrangement before the closing date.
• Persons in the service of the state.
• Bidders or directors who have abused the municipality's supply chain management system or committed improper conduct.
• Bidders who attempt to influence the municipality in bid evaluation or award decisions.
