The city of tshwane requires a head-hunting and executive search provider to identify, screen and present candidates for two section 56 senior manager posts: business unit head: water and sanitation, and business unit head: energy and electricity. The provider must present at least four suitably qualified cvs per position, and the assignment is complete only once both candidates are appointed through its efforts. Bidders need at least five years' recruitment and head-hunting experience for executive and senior management roles, evidenced by a detailed company profile and two verifiable project reference letters from the five years before closing. The decisive consideration is that a mandatory experience gate is applied before the 80/20 preference points are scored, so a bidder without the required track record is excluded regardless of price.
Closing and submission: bids close 6 November 2026 at 10:00 and must be submitted online through the City of Tshwane e-tender portal — responses must not be placed in the tender box, and late bids are not considered. No compulsory briefing session applies. Bids remain valid for 90 days after closing.
Mandatory experience gate: a minimum of five years' relevant recruitment and selection experience, including head-hunting, executive search or specialised recruitment for executive and senior management positions, proven by a detailed company profile covering the nature and scope of assignments. Bidders who fail this are deemed non-responsive and excluded from further evaluation.
Reference letters: at least two project-specific reference letters for head-hunting, executive search or specialised recruitment of executive or senior management roles completed in the five years before closing. Each must be on client letterhead, name the bidder and assignment, state the positions recruited and the start and completion dates, confirm completion, be signed by an authorised client representative, and carry verifiable name, designation, telephone and/or email — the City may contact referees to verify.
Registration and compliance documents: valid CSD registration with CSD number (only CSD-registered bidders are considered), tax compliance status PIN or CSD record with compliant tax status before award, company registration certificate, B-BBEE certificate or sworn affidavit for EMEs and QSEs, and a municipal account statement not older than three months and not in arrears for more than 90 days (or signed lease, or councillor letter for informal settlement or rural bidders) for the bidding company and for all South African based owners, members, directors and major shareholders. Signed audited financial statements for the most recent three years, or from date of establishment, or proof that audit is not legally required — the audited-statement requirement applies to tenders above R10 million in conjunction with MBD 5.
Preference points (80/20): 80 points for price and 20 for specific goals. B-BBEE status scores Level 1 = 8, Level 2 = 7, Level 3 = 6, Level 4 = 5, Level 5 = 4, Level 6 = 3, Level 7 = 2, Level 8 = 1, non-compliant = 0; EME and/or QSE 2 points; at least 51% women-owned 2 points; at least 51% owned by people with disabilities 2 points; at least 51% youth-owned 2 points; local economic participation 4 points for City of Tshwane, 2 for Gauteng, 1 for national. Claims without the stated proof score zero.
Pricing and payment: quote a fixed unit price per successfully appointed candidate, in Rand and inclusive of VAT and all costs (identification, sourcing, screening, assessment, engagement and presentation). No fee is payable for candidates not appointed by the City, and payment follows only successful appointment. Every item on the pricing schedule must be priced — item 3030805 (Business Unit Head: Water and Sanitation, quantity 1) and item 3030813 (Business Unit Head: Energy and Electricity, quantity 1), with totals excluding VAT, 15% VAT and including VAT. The City may increase or decrease quantities subject to budget availability.
Disqualifying omissions: incomplete pricing schedule, price corrections not crossed out in ink and initialled, correction fluid (Tippex or similar) on the price schedule, failure to declare interests on MBD 4, missing or unsigned returnable forms, and submission after the closing time. Returnable forms are MBD 1, MBD 4, MBD 6.1, MBD 7.2, MBD 8 and MBD 9, plus the pricing schedule, company profile, reference letters and supporting documents; a signatory who is not a director, member, owner or shareholder needs a letter of authorisation or delegation of authority, and joint ventures must submit all documents for every party plus a JV agreement signed by all parties, continuing unchanged for the contract duration unless the City approves otherwise.

The City of Tshwane requires a service provider to headhunt, screen and present suitably qualified candidates for two Section 56 senior manager posts — Business Unit Head: Water and Sanitation, and Business Unit Head: Energy and Electricity — both reporting to the City Manager. The assignment is only complete once suitable candidates are successfully recruited and appointed to both positions through the provider's head-hunting efforts.

Two Business Unit Head posts must be filled at the City of Tshwane: Water and Sanitation, and Energy and Electricity. Internal advertising in Job Forum 27/2026 and re-advertising in Job Forum 41/2026 produced too few suitably qualified candidates to shortlist.
On 25 June 2026 the Council resolved that, if the re-advertisement failed, the City Manager may use recruitment agencies under Regulation 10(4) of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers to recruit through a head-hunting process.
The appointed provider identifies, sources, screens and presents candidates for both posts, supplying at least four suitably qualified CVs per position, and the assignment ends only when suitable candidates are appointed through the City's own selection and approval processes.
Bids remain valid for 90 days after closure.
