Returnable documents (all must be completed, signed, and submitted with the bid):

• Pre-qualification documents: CIDB registration certificate (or proof of application) and Letter of Good Standing from the Department of Labour (COIDA).
• Pricing Schedule / Bill of Quantities (BoQ).
• Compulsory Enterprise Questionnaire: provides enterprise particulars, VAT, CIDB, CSD, and tax details; authorises verification of tax clearance and confirms no conflict of interest or conviction for fraud/corruption.

Evaluation follows three stages:

1. Pre-qualification (pass/fail):

• CIDB registration in designation 3ME or higher, or capable of being registered before evaluation.
• Letter of Good Standing from the Department of Labour (COIDA).
• Fully completed and signed Form of Offer and Acceptance.

2. Functionality evaluation (minimum qualifying score: 70/100):

• Previous related experience (weight 25): based on a four-point scale; requires one to three contactable company references with completion letters.
• Human resource capacity (weight 25): company organogram reflecting key resources: mechanical technician/technologist, C&I technician/technologist, civil technician/technologist, and labourers. Ratings: None=0%, Weak=33.3% (two resources), Moderate=66.7% (three resources), Good=100% (all four).
• Equipment resource capacity (weight 25): hand tools, power tools, rigging equipment, excavating equipment, and transportation. Ratings: None=0%, Weak=33.3% (minimal capacity, two equipment listed), Moderate=66.7% (three equipment listed), Good=100% (all equipment listed).
• Work breakdown/schedule/project programme (weight 25): aligned with contractual requirements and proposed duration of 6 weeks. Ratings: None=0%, Weak=33.3% (unclear), Moderate=66.7% (some indication of duration), Good=100% (clear duration and delivery date).

3. Price and preference points (80/20 system):

• Price: max 80 points, calculated using the formula Ps = 80 × (1 − (Pt − Pmin)/Pmin).
• B-BBEE: max 20 points based on status level: Level 1=20, Level 2=18, Level 3=14, Level 4=12, Level 5=8, Level 6=6, Level 7=4, Level 8=2, Non-compliant=0. Bidders not submitting a B-BBEE certificate or affidavit score 0 for this element but are not disqualified.
• Total adjudication points = price points + B-BBEE points. Rand Water does not bind itself to accept the lowest price or highest adjudication points.

A Financial Tolerance Range will be used to assess price reasonableness; excessively high or low prices may be eliminated.

The scope is the manufacture, supply, delivery, installation, and putting into service of carriage water ancillaries at Eikenhof Pumping Station. Technical requirements are fully stated in the bid documentation. Proposed duration for completion is 6 weeks.
