Research services to assess gender equality in the south african film industry, covering representation across production roles, barriers to entry, working conditions, the role of advocacy groups and benchmarking against selected international film industries, delivered as reports and a stakeholder workshop within 12 weeks of appointment. The national film and video foundation commissions the study and expects a mixed-methods design combining desktop review, surveys, focus groups or interviews. Bids close on 19 november 2026 at 11:00 and must reach the bid box at 87 central street, houghton, johannesburg in a two-envelope format. The decisive hurdle is functionality: bidders must score at least 70 of 100 points on company experience, project leader cv, methodology and reference letters before price and specific-goals points are considered.
Closing and submission: 19 November 2026 at 11:00, two-envelope system (technical and financial) as one original plus one USB copy, deposited in the bid box at 87 Central Street, Houghton, Johannesburg, 2116. Email, fax and late bids are rejected; bids remain valid for 120 days.
Functionality threshold: minimum 70 of 100 points, scored on company experience (20), project leader CV (10), approach and methodology (60) and reference letters (15). Bidders below 70 are disqualified before price is opened.
Experience scoring: 7+ years of comparable research = 20 points, 4–6 years = 15, 1–3 years = 10; the company profile must list comparable projects, clients and completion years. Project leader CV: over 7 years = 10 points, 6–7 = 5, 3–5 = 3, under 3 = 0, and no CV evidence of years means no points.
Reference letters: more than 5 letters = 10 points, 5 = 7, 4 = 5, 3 = 3, 1–2 = 1, none = 0. Letters must be on the client's letterhead, signed by an authorised person, no older than 5 years, and state the client, project, year, contactable referee and whether performance was satisfactory; NFVF may verify and disregard unconfirmed references.
B-BBEE and price: price carries 80 points under the 80/20 system and specific goals 20 points (SMME 5, black-owned 50%+ 3, black youth 4, black women 30%+ 5, black people with disabilities 3). A certified B-BBEE certificate or sworn affidavit is required to claim any of these points; without it the score is zero.
Mandatory documents: original valid Tax Clearance Certificate (certified copies invalidate the bid), CSD registration report, company registration documents CM1/CK1, CM9, CM22 and CM29/CK2 certified no older than 3 months, certified IDs for all current shareholders or members, VAT certificate if applicable, SBD 1, SBD 3.3, SBD 4, SBD 6.1, SBD 8, SBD 9 and a company profile. Complete in blue or black ink only — typed or re-typed documents, correction fluid and unsigned alterations are not permitted, and other certified copies must be within 6 months.
Enquiries and contact: all enquiries in writing to [email protected] by 16 November 2026, or telephone 011 483 0880. Contacting any other NFVF official about the bid, or attempting to influence evaluation or award, may result in rejection.

The National Film and Video Foundation, an agency of the Department of Sport, Arts and Culture, commissions research and industry statistics on the South African film and video sector.
This study examines why gender disparities persist in the industry despite transformation policies, and how those inequalities limit women's participation, representation and advancement in production and leadership.
Scope covers gender representation by occupation, barriers to entry, access to skills development and mentorship, working conditions and workplace experience, the role of advocacy groups, and benchmarking against selected international film industries.
The output is an evidence-based intervention framework with measurable indicators, supported by a comparative South Africa versus international analysis and policy recommendations.
