The city of tshwane requires one new, unused insulated (closed) two-door luggage trailer for the tshwane metro police department band unit, supplied, delivered and offloaded at a designated municipal location within three months of the official order. The trailer must meet minimum dimensions, insulation, chassis, door, lighting and roadworthiness specifications, and must be handed over with nrcs, natis/enatis and weighbridge documentation, a minimum 12-month warranty and confirmed local after-sales support. Bids close at 10:00 on 21 october 2026 and must be submitted online through the city's e-tender portal, not placed in the tender box. Evaluation follows the 80/20 preference point system, and any offer that fails a single minimum technical requirement is disqualified.
Closing: 21 October 2026 at 10:00, submitted online via the City of Tshwane e-tender portal only; bids placed in the tender box or received late are not considered.
Registration: a valid Central Supplier Database number is compulsory, together with a tax compliance status PIN or CSD number and a CIPC company registration certificate.
Mandatory technical submission: a manufacturer's brochure for the offered trailer must be attached, and failure to meet any minimum specification (new and unused, external length 3 m, external height 2.7 m, internal length 2.8 m, internal width 1.6 m, 50 mm insulation, single axle, two 14-inch wheels, mounted spare, lockable side and rear doors, 12-month warranty) disqualifies the bid.
Municipal accounts: an account statement not older than 3 months and not more than 90 days in arrears, a signed lease, or a councillor's letter is required for the bidding company and for every South African owner, member, director and major shareholder.
Preference points: 80 points for price and 20 for specific goals; B-BBEE Level 1 earns 8 points down to 1 point for Level 8, plus 2 points each for EME/QSE, 51% women-owned, 51% disability-owned and 51% youth-owned, and 4 points for City of Tshwane local participation (2 for Gauteng, 1 for National) — no supporting proof means zero points.
Pricing: every line of the pricing schedule must be quoted in Rand excluding VAT with 15% VAT and the total including VAT shown; an incomplete schedule disqualifies, correction fluid is prohibited, and any price change must be struck through in ink and initialled.
Contract conditions: delivery within 3 months of the order, the trailer must be available for municipal inspection and testing before acceptance, the quotation stays valid for 90 days after closing, and the City may test price viability, negotiate a market-related price, or vary quantities.
