Submission format: Bidders must complete the bid pricing schedule in the Excel spreadsheet format provided and upload it as part of their submission. All required documents must be submitted together.

The bid evaluation consists of four stages. A bidder must qualify for stage 2 onward to proceed to the next stage.

Stage 1 — Administrative responsiveness:

• Attendance of briefing session: No briefing session will be held.
• Bidders must be registered as a supplier on National Treasury's Central Supplier Database (CSD).

Stage 2 — Technical mandatory requirements:

• Bidders must comply with ALL technical mandatory requirements by providing substantiating evidence.
• The bidder must be a Cisco distributor, installer, reseller or partner for the provision of Cisco LAN infrastructure, equipment and/or services. A valid certificate or letter must be attached to Annex A.
• Bidders must provide a unique reference number (e.g. binder/folio, chapter, section, page) to locate substantiating evidence in the bid response.
• Failure to comply results in "NOT COMPLY" and disqualification from further evaluation.

Stage 3 — Special Conditions of Contract (SCC) verification:

• The successful supplier will be bound by Government Procurement: General Conditions of Contract (GCC) and the Special Conditions of Contract (SCC).
• Bidders must accept all SCC or risk disqualification.
• SITA/WCG reserves the right to negotiate conditions, automatically disqualify bidders not accepting conditions, or award to multiple bidders.

Stage 4 — Price and Preference Points evaluation:

• The applicable preference point system is the 80/20 system (80 points for price, 20 points for preference points for specific goals).
• Price: 80 points.
• Preference points for specific goals: 20 points.
• Total points: 100.

Preference points allocation:

• B-BBEE status level (10 points): Points allocated according to B-BBEE level (Level 1 = 20 points under 80/20 system, but here 10 points allocated for this goal).
• Specific goal — promotion of enterprises located in a specific province (10 points): 0 points if outside Western Cape, 10 points if within Western Cape.

Bidders must complete the 80/20 preference point system and submit proof or documentation required. Failure to submit proof means preference points are not claimed.

Bidders must sustain or improve their B-BBEE level for the duration of the contract. Performance of preference goal requirements will be determined annually. Bidders must submit a preference status report within 30 days after each quarter from the commencement date of the contract.

SITA/WCG reserves the right to introduce a penalty of 1% of the overall annual year spent by SITA/WCG for the prior year if the bidder fails to comply with preference goal requirements.

• Catalyst 9500 Distribution/Core Switches (5 units): C9500-48Y4C-A with DNA Advantage licenses, power supplies, fans, cables, and network stack licenses.
• Wireless Access Points (55 units): Catalyst 9164I AP (Wi-Fi 6E, tri-band 4x4) with DNA Essential licenses, mounting brackets, and ceiling grid clips.
• Catalyst 9300L Access Switches (3 units): C9300L-48P-4X-E with DNA Essentials licenses, power supplies, fans, and cables.
• Catalyst 9200L Access Switches (24 units): C9200L-48P-4X-E with DNA Essentials licenses, power supplies, cables, and stack blanks.
• SFP modules: 10GBASE-SR SFP modules (Enterprise-Class) — 6 for Catalyst 9300L, 48 for Catalyst 9200L.

Support and warranty:

• Countrywide on-site support with full coverage (parts and labour) during office hours (07:30 - 17:00), with 4-hour call follow-up and next business-day repair for 5 years (60 months) from date of delivery.
• OEM partner responsible for providing on-site services.
• Warranty valid for the duration of the contract after delivery, installation, and commissioning with sign-off.
• OEM performance guarantee: cabling solution (permanent link) will perform according to certified performance standard for at least 15 years; failures rectified at OEM's expense.

Handover and support documentation:

Pricing format:

• Total price must be VAT inclusive and quoted in South African Rand (ZAR).
• All quoted prices are the total price for the entire scope of required services and deliverables.

• All services, accessories, upgrades and options required by the solution or specified by the client must be included in the quoted price. If not included, suppliers will be required to supply these at no cost to the client.
