Tax, CSD and registration: a valid SARS tax compliance status PIN or printed TCS certificate and a CSD registration with MAAA number must accompany the quotation, with each consortium, joint venture or subcontractor party submitting its own; a bidder whose tax status is still non-compliant after a 7 working day rectification period is disqualified, as are bidders in the service of the state or listed on National Treasury's restricted suppliers database.
Scope and pricing: quote firm prices inclusive of VAT and all delivery costs and applicable taxes for 5 units each of standard laptop, NETTRACE, laptop backpack, laptop lock, keyboard and mouse, showing unit and total amounts, the total excluding VAT, VAT at 15% and the grand total; each item must be described with its code or model number, and no goods may be delivered before an official purchase order or appointment letter is issued.
Validity and disqualifying omissions: prices remain valid for 90 days from the closing date and DFFE may extend this in writing, with bidders who do not respond in writing excluded once the initial period expires; quotations not aligned to the specification, illegible, incomplete or containing fraudulent information are rejected, and no briefing session is scheduled.
