Quotations must be submitted online through OBP's E-Procurement portal; no email submissions are accepted. Bidders must register on the portal before submitting, and all required documents must be uploaded with the bid application. Quotations must be on company letterhead and strictly in PDF format; Word or Excel submissions will not be accepted. Prices must be VAT exclusive unless the bidder indicates VAT vendor status. Offer validity and lead time must be stated. The following returnable forms and documents must be completed, signed, and submitted: SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form). Missing any compulsory document requirement results in immediate disqualification.

Suppliers must submit SBD4 Bidders Disclosure, CSD report, and register on OBP's E-Procurement portal. All required documents must be uploaded with bid application. Quotations must be on company letterhead in PDF format.

Evaluation uses the 80/20 preference point system: 80% price and 20% preference points. Price is scored using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Preference points are awarded for specific goals: 10 points for a valid B-BBEE certificate showing at least 51% black ownership; 8 points for at least 30% women ownership; 2 points for disability confirmation (doctor's note, Department of Labour confirmation, or equivalent). Total preference points available: 20. Failure to submit proof for any claimed preference point results in immediate disqualification.

Scope: Terrain maintenance, landscaping, and gardening services across OBP facilities, including the main site and perimeter fence areas, residential houses, experimental animal facilities (stables and paddocks), stormwater drainage systems, roads, paved areas, parking areas, lawns, flowerbeds, and veld grass areas.

Key responsibilities:

• Deploy a minimum of 8 gardeners and 1 onsite supervisor daily.
• Maintain approximately 364,574 m² of grounds and landscaped areas.
• De-bush agricultural land estimated at 310,577 m², including trees in designated areas.
• Mow lawns, trim edges, and maintain veld grass weekly.
• Remove weeds from fence lines, paved surfaces, and landscaped areas.
• Maintain flowerbeds, shrubs, hedges, and trees.
• Keep paved areas, roads, parking lots, drains, and gutters clean and free of debris.
• Maintain fire breakers twice annually using a motor grader; fire breaker inside the OBP fence and around OBP-owned houses measures 3021 m x 6 m x 0.1 m, down to topsoil.
• Remove and legally dispose of all gardening waste on the same day it is generated.
• Keep stable and paddock areas weed-free without using herbicides.

Equipment and consumables: The service provider must supply and maintain all equipment, tools, consumables, and PPE, including ride-on and petrol lawnmowers, brush cutters, leaf blowers, chainsaws, tractor and slasher, gardening hand tools, herbicides, pesticides, fertilizers, seasonal plants, generator for electrical equipment, and a motor grader. Faulty equipment must be replaced within 24 hours.

Service standards: Maintain a clean, safe, and aesthetically pleasing environment; ensure continuous service delivery throughout the contract period; have sufficient financial and operational capacity; comply with all health, safety, and environmental requirements.

The service provider must deploy a minimum of 8 gardeners and 1 supervisor daily. Work includes maintaining approximately 364,574 m² of grounds, de-bushing 310,577 m² of agricultural land, weekly mowing, weed removal, maintaining flowerbeds and trees, keeping paved areas clean, maintaining fire breakers twice annually, and disposing of waste the same day.

Service providers must have a minimum of three years' experience in garden services/landscaping in a commercial/industrial/manufacturing environment. Proof must be provided in the form of at least two contactable reference letters not older than 24 months. All employees must be trained and assessed as competent on all gardening equipment used, with certificates of training and assessment provided.

Service standards require a clean, safe, and aesthetically pleasing environment, continuous service delivery throughout the contract period, sufficient financial and operational capacity, and compliance with all health, safety, and environmental requirements.

Payment terms: 30 days after statement. Prices must be VAT exclusive unless the bidder indicates VAT vendor status. Exchange rate fluctuations will not be for OBP's account. Bidders must be registered on the CSD and be tax compliant. The contract is subject to the General Conditions of Contract July 2010.

Compulsory documents (missing any results in immediate disqualification):

• Registered waste transporter certificate issued by the City of Tshwane, valid permit and copy of vehicle permit.
• COID letter of good standing (must be valid).
• Proof of ownership (maintenance/service records) or evidence of access (supplier account) for all gardening equipment.
• Certificates of training and assessment for all employees on gardening equipment used.
• At least two contactable reference letters (not older than 24 months) proving a minimum of three years' experience in garden services/landscaping in a commercial/industrial/manufacturing environment.
• Indication of number of employees deployed daily (minimum 8 employees and 1 supervisor).
• SBD 4 (Bidder's Disclosure): discloses any director or shareholder employed by the state or connected to the procuring institution.
• SBD 6.1 (Preference Points Claim Form): claims preference points for specific goals.
• CSD registration and tax compliance report.

The contract is for a period of 12 months. The offer must remain binding for the validity period indicated by the bidder. OBP reserves the right to cancel or re-advertise the RFQ. The contract is subject to the General Conditions of Contract July 2010.
