• Purpose: Provide apprentice training for 8 Johannesburg Water apprentices across three trades: Fitting (4), Electrical (3), and Welding (1).
• Scope of Work: Deliver a structured programme consisting of:

• Phase 1 (Gap Closure Training): Conduct an initial assessment (e.g., ARPL) and provide practical training to address identified skill gaps.
• Phase 2 (Trade Test Preparation): Provide up to 3 weeks of training simulating actual trade test conditions.
• Phase 3 (Trade Test): Arrange and conduct up to two trade test attempts per apprentice, handling all administrative bookings with the relevant SETA or NAMB.

• Mandatory Bidder Requirements:

• Proof of accreditation with the QCTO as a Trade Test Centre for Fitting, Electrical, and Welding.
• Proof of registration with the relevant SETA (e.g., EWSETA or merSETA).
• CVs and certified copies of valid registrations for the Assessors/Moderators who will conduct the tests.
• A minimum of two signed reference letters from previous clients for similar artisan training projects (references from JWater are not accepted).

• Venue Requirement: Your accredited training venue must be within 20km of the Johannesburg CBD and accessible by public and private transport.
• Additional Mandatory Submission Items:

• Fully complete the Bill of Quantities/Specification.
• Submit all required datasheets, proof of certification, and accreditation.
• No bids from persons in the service of the state will be considered.
• No bidder blacklisted by National Treasury for non-performance will be considered.

• The service must be delivered in three phases:

1. Gap Closure Training: Initial assessment (e.g., ARPL) followed by practical training to address competency gaps.
2. Trade Test Preparation: Up to 3 weeks of training simulating actual test conditions.
3. Trade Test: Provision for two attempts per apprentice, including all administrative bookings with SETA/NAMB.

• A 'competitor' is defined as any individual or organisation, affiliated or not, who was requested to bid, could potentially bid, or is in the same line of business as you.

• You must provide proof of QCTO accreditation as a Trade Test Centre for the specified trades.
• You must provide proof of SETA registration (e.g., EWSETA or merSETA).
• Submit CVs and certified copies of valid registrations for the Assessors and Moderators who will conduct the tests.
• Provide a minimum of two reference letters from previous clients for similar projects (JWater references not accepted).

• Use the firm pricing schedule (MBD 3.1).
• The offer is valid for 60 days.
• Prices must include VAT at 15% and all other applicable taxes.
• You must declare the grand total in RSA currency, inclusive of all taxes.
• You must declare that the offer complies with specifications and accepts all conditions.

• Submit your pricing using the provided Pricing Schedule (MBD 3.1).
• Only firm prices (RSA currency) are accepted. Prices subject to exchange rate variations are not allowed.
• The total bid price must be inclusive of all applicable taxes (VAT at 15%, PAYE, income tax, UIF, SDL).
• Your offer must remain valid for 60 days from the bid closing date.
• All delivery/execution costs must be included in the bid price.
• You must declare that the offer complies with the specification and accepts all conditions.

• Central Supplier Database (CSD): All bidders must be registered on the CSD.
• B-BBEE: Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide.
• Tax Compliance: Submit an original valid Tax Clearance Certificate or valid SARS PIN.
• Municipal Compliance: Submit a municipal account statement not older than 3 months and not in arrears for more than 90 days.
• Declaration Forms: Complete and sign MBD 4 (Declaration of Interest), MBD 8 (Past Practices), and MBD 9 (Independent Bid Determination).

• The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions.
• The bidder's offer must be valid for 60 days.
• All delivery costs must be included in the bid price.
• Johannesburg Water will process your personal information in compliance with POPIA. You must complete the provided consent and withdrawal forms.
• The entity may take action against fraudulent conduct, including contract cancellation, cost recovery, blacklisting for up to 10 years, and criminal prosecution.

• All bidders must be registered on the Central Supplier Database (CSD).
• The training venue must be within 20km of Johannesburg CBD.
• The service must be completed between July and December 2026.
• Joint Venture Agreements, if applicable, must be properly signed.

• You must confirm you are not listed on restricted supplier databases or convicted of fraud/corruption in the past five years.
