Abaqulusi local municipality requires the supply and delivery of electrical fuses and fuse links as stock items, in the sizes listed in the pricing schedule, as and when required over a 36-month period at vryheid. Bidders price the itemised schedule on firm prices only, state escalation percentages for year 2 and year 3, and include all delivery costs and applicable taxes. Evaluation runs in three stages: completeness and responsiveness, then 60 functionality points (company experience, sabs approval certificate and bank rating), then 80/20 preference points for price and specific goals. The decisive risks are the r2 000.00 Non-refundable bid fee with proof of payment, the original SARS tax clearance, and the sabs approval certificate, which must be the certificate itself and not a plan.
Closing and submission: 20 November 2026 at 12:00. A sealed envelope marked "SUPPLY AND DELIVERY OF ELECTRICAL FUSES STOCK ITEMS AS PER SIZES, over 36 months. Tender NO: 8/2/1/661" must be hand-delivered to the tender box on the ground floor, corner of High and Mark Street, Vryheid 3100. Late bids are not accepted.
Bid fee: R2 000.00 non-refundable, payable to Abaqulusi Municipality, with proof of payment attached and produced on collection and submission. Self-printed electronic copies carry a R1 500.00 administration cost.
Functionality gate (60 points): company experience 20 points (4–5 appointment letters or orders = 20; 2–3 = 10; 0–1 = 5), SABS Approval Certificate 20 points (the certificate, not a plan), bank rating 20 points (A = 20, B = 15, C = 10). Bids are assessed on completeness and responsiveness first, then functionality, then price and specific goals.
Preference points (80/20): price 80 points and specific goals 20 points — 10 for previously disadvantaged individuals and 10 for empowerment of local-based service providers, claimed on MBD 6.1 with supporting proof; without proof the points are treated as not claimed.
Mandatory attachments: detailed CSD registration report, valid company registration document, SARS PIN or original Tax Clearance Certificate (certified copies are not accepted), certified B-BBEE certificate from a registered accountant or original sworn affidavit, certified municipal account for water, electricity or rates and taxes not older than three months (or a lease agreement), certified identity documents of directors and owners, SABS Approval Certificate, proof of bank rating, and reference letters or purchase orders evidencing supply and delivery experience.
Pricing: MBD 3.1 firm prices only — non-firm prices and prices subject to exchange-rate variation are rejected. All applicable taxes and delivery costs must be included, escalation percentages for Year 2 and Year 3 stated, and the offer remains valid for 90 days from the closing date.
Disqualification: incomplete or unsigned MBDs, an incomplete tender document, submission on anything other than the original documentation issued by the municipality, late delivery, a missing original tax clearance, and any bidder in the service of the state or whose director, manager, principal shareholder or stakeholder is in the service of the state. CSD registration is a precondition for any award.
