Abaqulusi local municipality requires the supply and delivery of plasson hdpe couplings, tees and tee couplings in sizes from 16 mm to 110 mm, ordered as stock items as and when required over a 36-month period and delivered in vryheid. Bids close at 12:00 on 19 november 2026 and must be deposited in the tender box at the corner of high and mark street, vryheid, on the original documentation issued by the municipality. Evaluation runs through completeness and responsiveness, then functionality (company experience, sabs certificate and bank rating), then price and specific goals under the 80/20 system. The decisive bidder considerations are the non-refundable r2 000.00 Bid fee (r1 500.00 For self-printed copies), a sabs approved certificate for the goods offered, and a bank rating of a, b or c — without these a bidder cannot score functionality points.
Closing: 19 November 2026 at 12:00 — sealed envelope marked with the tender description and number 8/2/1/658, deposited in the tender box on the ground floor, corner of High Street and Mark Street, Vryheid 3100; late bids are not accepted.
Bid fee: R2 000.00 non-refundable, or R1 500.00 administration cost where the bidder self-prints from the e-tender portal (documents available from 15 October 2026); proof of payment must be attached and produced on collection and submission.
Functionality scoring: company experience 0–1 appointment letters or orders = 5 points, 2–3 = 10 points, 4–5 = 20 points; SABS approved certificate = 20 points (certificate only, a plan is not accepted); bank rating A = 20 points, B = 15 points, C = 10 points.
Preference points: 80/20 system — 80 points for price and 20 points for specific goals, split as 10 points for previously disadvantaged individuals and 10 points for empowerment of local-based service providers; no proof submitted means those points are not awarded.
Mandatory attachments: detailed CSD registration report, valid company registration document, SARS PIN or original valid Tax Clearance Certificate (certified copies are not accepted), certified B-BBEE certificate from a registered accountant or original sworn affidavit, certified municipal water/electricity or rates account not older than three months or a lease agreement, certified identity documents of all directors and owners, SABS certificate, proof of bank rating, and reference letters or purchase orders as proof of supply-and-delivery experience.
Pricing: MBD 3.1 firm prices only, all applicable taxes included, with escalation percentages stated for Year 2 and Year 3; non-firm prices and exchange-rate-variable prices are not considered, and the offer must remain valid for 90 days from the closing date.
Disqualification risks: incomplete or unsigned MBD forms, an incomplete tender document, a bid not submitted on the original documentation, no CSD registration, any director, manager, principal shareholder or stakeholder in the service of the state, a bidder acting as advisor or consultant to the municipality, and non-compliant tax matters.
