Disqualification risks:

Evaluation is in four phases:

Phase 1 – Administrative Compliance: bid must be complete and all compulsory forms submitted. Failure results in non-responsiveness.

Phase 2 – Functionality (minimum qualifying score: 70/100):

• Financial standing (5 points): bank letter not older than 3 months from closing, minimum C rating. A=5, B=4, C=3.
• EPWP Programme Management and LIC experience (30 points): 3 or more projects=30, 2=20, 1=10, 0=0. Projects must be similar nature, completed within last 5 years, with appointment and reference letters on previous client's letterhead.
• Key personnel CVs and qualifications (45 points):
• Technical Support Advisor (10 points): 10 years' EPWP management experience, professionally registered with ECSA (PR Eng – Civil/Structural/Electrical/Mechanical), or PR QS with SAQSA, or PR Arch with SACAP, or Professional Construction Project Manager with LIC NQF Level 07 and ECSA registration.
• Programme Administrator (5 points): National Diploma or Degree, 5 years' EPWP-related and programme administration experience.
• EPWP Grant Analyst (5 points): Advanced Diploma/Degree/B-Tech in Accounting or Financial Management, 5 years' EPWP grants management experience.
• EPWP Operations, Monitoring and Evaluation Manager (5 points): National Diploma or Degree in Project/Business Management with LIC, 5 years' EPWP implementation, reporting and technical support experience.
• 10 District Coordinators and 1 Metro & Provincial Departments Coordinator (11 points, 1 each): National Diploma or bachelor's degree in Built Environment, 3 years' EPWP implementation, reporting and technical support experience.
• 4 Regional Data Capturers and 1 Provincial Data Capturer (5 points, 1 each): Matric plus computer literacy, minimum 2 years' experience.
• Office coverage (4 points): proof of office location (valid municipal rates or lease in company name) in: Southern Region – Pietermaritzburg Town; eThekwini Region – eThekwini Metro; North Coast Region – Richards Bay/Empangeni; Midlands Region – Ladysmith Town.
• Detailed methodology (20 points):
• Understanding of EPWP sectors (8 points): indicate sectors and responsible departments.
• Clear timelines (4 points): project implementation schedule covering entire contract period.
• EPWP Grant Management Strategy (4 points): compulsory reporting (IYM, quarterly, annual).
• Stakeholder Engagement Strategy (4 points).

Phase 3 – Price and Specific Goals (80/20 system):

• Price: 80 points.
• Specific goals: 20 points total – Ownership by Black People (10), Ownership by Youth (5), Ownership by Women (5).
• Documentary proof for each: certified ID copies and SANAS-approved B-BBEE certificate or original sworn affidavit signed and dated by Commissioner of Oaths.
• Mandatory to complete the specific goals table; failure means no points claimed.

Phase 4 – Objective Criteria: department reserves right not to award to lowest bidder; highest functionality score and detailed assessment of previous projects.

Scope: Appointment of a Technical Support Team to assist with EPWP Co-Ordination in KwaZulu-Natal for 1 year (12 months).

Team structure (per Annexure B organogram):

• 1 x Technical Support Advisor – overall project and personnel management.
• 1 x Technical Support Advisor Assistant – overall management and administrative duties supporting the advisor.
• 1 x Technical Advisor Secretary (Programme Administrator) – programme administration.
• 1 x EPWP Grant Analyst – compliance, management and monitoring of EPWP Integrated Grant and Social Sector Incentive grant.
• 1 x EPWP Operations – data quality, records management, audit preparation, leading project managers, strategies to upscale job creation.
• 1 x EPWP Monitoring and Evaluation Manager – monitoring, measuring, reporting and evaluation of EPWP programmes against targets.
• 10 x District Coordinators – technical support to 10 District Municipalities at operational level; develop TORs for District/Metro Steering Committees and ensure quarterly meetings.
• 1 x Metro & Provincial Departments Coordinator – technical support to all Provincial Departments and one Metropolitan Municipality at strategic level; develop TORs for Provincial and Metro Steering Committees and ensure quarterly meetings.
• 4 x Regional Data Capturers (Southern Region) – administrative and operational support to district project managers; capture EPWP data into reporting system.
• 1 x Head Office Data Capturer (Metro & Provincial Departments) – same duties at Head Office.

Travel: maximum 1,000 km per month for 14 people (Technical Advisor, Assistant, 11 Coordinators, M&E Manager), equating to 24,000 km per month.

Reimbursement: fixed travel rate of R5.5 per km throughout contract; vehicles over 2.0L engine capacity reimbursed at 2.0L maximum rate.

Prior approval required for all trips and hotel reservations from KZN DPWI.

Weekly itineraries must be submitted for approval before trips; timesheets not exceeding stipulated hourly rate must accompany invoices.

Hospitality events (excluding technical support services) attract a 10% management fee.

The service provider must include names, qualifications, region and district names on the organogram.

Pricing schedule: SBD 3.3 (Professional Services) – firm prices only.

Offer validity: 120 days from closing date.

Pricing structure (Annexure A):

• Staff costs (per role, daily wage rate)
• Other costs: office and administration fees, travel, accommodation, internet/data, cellphone, landline
• Transport: per km at fixed rate of R5.5
