Bidders must attend a compulsory clarification meeting and site walk on 15 october 2026 at 10:00 at the employee care centre, ventura road, port of richards bay, and must be CIDB registered at grading 2me or higher. Tenders close on 28 october 2026 at 12:00 and are submitted electronically only through the TRANSNET e-tender submission portal. Compulsory clarification meeting and site walk: 15 October 2026 at 10:00 at the Employee Care Centre, opposite Bayvue Centre Building, Ventura Road, Port of Richards Bay, 3900, running about 2 hours. Attendance is verified against the signed attendance register and non-attendance disqualifies the bid; the T2.2-02 Certificate of Attendance must be signed by the Employer's representative and submitted with the tender. Safety shoes, goggles, long-sleeve shirts, high-visibility vests and hard hats are required for the site walk, and identity documents must be carried for access control.
CIDB grading: bidders must be registered at 2ME or higher, or be capable of registration before evaluation, and must submit a valid CIDB certificate in the correct grading. Joint ventures require every member to be CIDB registered, a lead partner graded no lower than one level below the required class, a combined grading meeting the required designation, and a certified signed joint venture agreement.
Closing and submission: 28 October 2026 at 12:00, electronic submission only via the Transnet e-Tender Submission Portal at https://transnetetenders.azurewebsites.net (Google Chrome). Late bids, and telephonic, telegraphic, facsimile or emailed offers, are rejected; uploads are limited to 30 MB each with multiple uploads allowed, and bidders should upload at least a day early.
Technical personnel: the aircon technician must hold a Gas Certificate Category B and a Trade Test in electrical or mechanical engineering, and the technician assistant must hold a Gas Certificate Category A.
Mandatory documents: valid SARS Tax Clearance Certificate plus a TCS PIN, valid B-BBEE certificate from a SANAS-accredited agency or a sworn affidavit for EMEs and QSEs with 51% or more black ownership, proof of CSD registration with supplier number and unique registration reference number, Workmen's Compensation Fund Letter of Good Standing, and a completed pricing schedule and offer and acceptance.
Evaluation: administrative and substantive responsiveness first, then eligibility, then preference points under the 80/20 system where responsive tenders are R50 million or below inclusive of taxes. No functionality stage applies. Bidders who do not submit B-BBEE verification score zero preference points, and Transnet may audit scorecard components from close of tender to contract completion.
Other disqualifying conditions: tender validity is 12 weeks from the closing date and may be extended on the same terms, no alternative tender offers will be considered, offers must be in English, and bidders must declare on T2.2-12 any serious breach of law in the past five years, including Competition Act breaches.
