TRANSNET property requires a contractor for preventative, corrective and emergency plus minor new works for electrical lights and power, civil, general building, and plumbing services across its properties in newcastle and surrounding areas, on an as-and-when-required basis for 24 months. The contract is an open tender with a compulsory clarification meeting, a minimum CIDB grading of 7gb, and a mandatory functionality threshold of 80 points before price and 80/20 preference evaluation. Bidders must submit electronically via the TRANSNET e-tender submission portal by 14:00 on the closing date, and all pricing must be completed electronically.
Compulsory briefing: An authorised representative must attend the compulsory clarification meeting at 35 Albert Wessels Drive (client centre), Transnet Depot Newcastle, at 11:00 (about 1 hour) on the date stipulated on the TDPS, CIDB and NT portals. Attendance is mandatory; late arrivals are not accommodated and information is not repeated. The certificate of attendance (T2.1-1) must be signed by a Transnet representative and submitted.
CIDB grading: Bidders must hold a valid CIDB contractor grading designation of 7GB or higher (or be capable of being registered before evaluation). Joint ventures: every member must be CIDB-registered, the lead partner must be at least one level below the required class, and the combined grading must meet 7GB; a certified JV agreement is required.
Key personnel and trade certificates: The project manager must hold a BSc Engineering in Electrical, Civil or Mechanical. Trade test certificates are required for Plumbing Artisan, Electrician Artisan, and Refrigeration or Airconditioning Artisan. Proof of valid registration as an electrical contractor with the Department of Labour (may be subcontracted) and a COID letter of good standing (COID-A) from the Department of Employment and Labour are mandatory.
Functionality threshold: Bidders must score at least 80 out of 100 in functionality (evaluated on management/CVs, quality plan, company experience, method statement, and health and safety plan). Failure to reach 80 points disqualifies the bid from further evaluation.
Electronic submission and pricing: Submit via the Transnet e-Tender Submission Portal (https://transnetetenders.azurewebsites.net) by 14:00 on the closing date. All pricing must be completed electronically in the e-Supplier portal; no paper pricing schedules are accepted. Late submissions are rejected. Uploads are limited to 30MB each; multiple uploads allowed.
Mandatory compliance documents: Valid SARS tax clearance certificate and TCS PIN; proof of CSD registration (supplier number and unique registration reference); valid B-BBEE certificate from a SANAS-accredited agency (or sworn affidavit for EMEs/QSEs with 51%+ black ownership); WCF letter of good standing; two years' audited financial statements; and all returnable schedules (T2.2-14 to T2.2-27) including the non-disclosure agreement, integrity pact, and compulsory enterprise questionnaire.
Evaluation and preference: After functionality, bids are evaluated on price and preference under the 80/20 system (tender value R50 million or less inclusive of VAT). Bidders without B-BBEE verification score zero preference points. Transnet may exclude bidders on the Register of Tender Defaulters, Transnet's restricted list, or those convicted of a serious breach of law in the past 5 years.
