Bids must be submitted electronically via the Transnet e-Tender Submission Portal (TDPS) at https://esupplierportal.transnet.net/portal/. Bidders must register on the portal, log an intent to bid, and upload bid documents against the tender. Each upload is limited to 30MB; multiple uploads are permitted. All pricing must be completed electronically on the portal; paper pricing schedules will not be accepted. Bids must be submitted at least a day before closing to avoid technical issues; Transnet is not liable for bidder's technical challenges. Late submissions will not be accepted. Each company must register and submit under its own profile; no company may submit on behalf of another. Joint Ventures may submit through any JV partner's profile. All pages of bid documents must be signed, stamped, and dated before uploading. All returnable documents listed in Section 5 must be returned with the proposal. Evaluation is in stages. Stage 1: Test for Administrative and Substantive Responsiveness — bid lodged on time, all returnable documents completed and returned, bid signed by authorised representative, priced offer loaded on TDPS, material compliance with scope. Stage 2: Minimum Threshold of 80 points for Technical Criteria: (1) Delivery Lead Times (35 points): ≤4 weeks = 35, >4-≤6 = 28, >6-≤8 = 21, >8-≤10 = 14, >10-≤12 = 7, >12 = 0. (2) MOU/Authorization Letter or OEM Confirmation Letter (35 points): 5 if valid MOU/authorization or OEM confirmation submitted, 0 if not. (3) Previous Experience of Similar Work (30 points): 5 = >6 inspection certificates with delivery notes and invoices; 4 = >4-≤6; 3 = >3-≤4; 2 = >2-≤3; 1 = 1-≤2; 0 = none or not properly documented. Stage 3: Final Weighted Scoring — Price (80 points) using formula PS = 80(1 - (Pt-Pmin)/Pmin); Specific Goals (20 points): B-BBEE Level 1 or 2 = 10 points, 51% black owned = 5 points, Local Content and Production = 5 points (Electrical Cable products designated 90%). Stage 4: Price negotiations if price not market-related, sequential negotiation with highest, then 2nd, then 3rd ranked bidders. Stage 5: Award of business and conclusion of contract. Bidders must meet the technical threshold of 80 points to proceed to price evaluation.

The scope is the supply and delivery of 80mm² Cu catenary wire for the Saldanha Depot on a once-off basis. Item 1: WIRE, ELECTRICAL; TYPE: CATENARY, CONDUCTOR DIAMETER: 80 MM2, INSULATION COLOR: NONE, POTENTIAL RATING: 50 KV, DIMENSIONS: 2 KM, CONDUCTOR MATERIAL: COPPER HARD DRAWN, PACKAGE TYPE: REEL, WOOD; SPECIFICATION: SANS182 PART1, 1; ITEM USED ON OHTE; STRAND 7/3.75MM. Item no. 54011471. Refer to SANS 182-1 and drawing H500110-3-133-E-DE-0126-01. Quantity: 60,000 p/m. Item 2: Transportation and delivery to Saldanha Depot (sum 1). The wire is used on Overhead Track Equipment (OHTE) for the heavy-haul Ore Line. Bidders must submit details of their environmental commitments, including waste disposal, recycling, and energy conservation policies.

The supplier shall be fully responsible to Transnet for the acts and omissions of persons directly or indirectly employed by them. The supplier must comply with the requirements stated in the RFP. Evaluation methodology is staged: Stage 1 - Test for Administrative and Substantive Responsiveness; Stage 2 - Minimum Threshold of 80 points for Technical Criteria; Stage 3 - Final Weighted Scoring (Price 80, Specific Goals 20); Stage 4 - Price Negotiations; Stage 5 - Award of business and conclusion of contract.

Bidders must submit proof of previous experience supplying similar items: inspection certificates (signed, dated, with clear item descriptions), delivery notes (signed, stamped, dated), and invoices (signed, dated). Scoring based on number of such documents submitted. Bidders who are not the OEM/manufacturer must submit a valid Authorization Letter or Memorandum of Understanding (MOU) from the OEM/manufacturer authorising supply and support for the contract duration. Bidders who are the OEM/manufacturer must submit an OEM Confirmation Letter on official letterhead confirming manufacture of the specific items.

The catenary wire must comply with SANS 182-1 specification and drawing H500110-3-133-E-DE-0126-01. Bidders must submit inspection certificates (signed, dated, with clear item descriptions) as proof of previous supply of similar items.

Manufacturing and delivery lead time from receipt of purchase order to be stated. Prices must remain firm and fixed for contract duration.

Pricing must be completed on the TDPS system. Prices must be quoted in South African Rand inclusive of VAT. Prices are on a delivered basis to the Saldanha Depot. Any disbursement not specifically priced will not be accepted. Bidders must use the provided pricing schedule format; deviation may result in non-responsiveness. Discounts are only considered if unconditional. Manufacturing and delivery lead time from receipt of purchase order must be stated. Prices must remain firm and fixed for the contract duration. Transnet may negotiate a market-related price if the highest scoring bidder's price is not market-related, or cancel the RFP.

Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number or SARS Tax Compliance Status PIN. Foreign suppliers without a local entity are exempt from CSD but must meet tax requirements. Bidders must be tax compliant and remain so for the contract term. Bidders must comply with the Employment Equity Act, including Section 53. Bidders must submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs). Bidders must submit a signed SBD 1 (Invitation to Bid) and complete all returnable documents. Bidders must not submit more than one offer per bid invitation. Joint ventures must submit a signed JV/consortium agreement or written intention stating percentage split and responsibilities. Security clearance may be required for the successful bidder, its personnel, and subcontractors to the level of CONFIDENTIAL/SECRET/TOP SECRET. Conditions of contract: No identified opportunities of economic transformation and empowerment due to once-off delivery. Bidders must be bound by Transnet's General Bid Conditions, Standard Terms and Conditions, and any other standard or special conditions. Legal review: proposals subject to review and acceptance/rejection of proposed contractual terms by Transnet's Legal Counsel; material deviation may result in disqualification. Transnet reserves rights to modify goods/services, award contract at any time, split award, cancel bid process, validate information, request audited financial statements, not accept changes to bid rates after closing, cancel contract and place bidder on restricted suppliers database for incorrect information, award to next ranked bidder if preferred bidder fails to sign/commence. Bidders must not canvass Transnet officers between closing and award. Collusion leads to disqualification and restriction.
