Bidders must: 1. Score at least 40 points (53.33%) in functionality evaluation. 2. Score no less than 50% in each functionality segment (Experience, Methodology, Expertise, Accreditation). 3. Score 100% on accreditation criteria. 4. Submit all required documents; invalid/non-submission leads to disqualification. 5. Have a valid Certificate of Authority. 6. Provide proof of municipal rates compliance or acceptable alternatives. 7. Submit tender documents by the deadline; late submissions are not accepted.

• Scope: ICT Audit Consultant services for a 36-month contract.
• Methodology must cover:

• Planning: Understand agency structure, operations, computer controls, and risks; evaluate IT control environment; perform preliminary risk assessment.
• Verification and Testing: Obtain detailed control policies and procedures; test control activities for effectiveness; ensure confidentiality, integrity, availability, and reliability of data.
• Reporting: Draw conclusions and develop report covering audit objectives, scope, methodology, findings, conclusions, and recommendations.
• Filing: Create and maintain audit file with all project documentation from engagement letter to final report.

• Key personnel requirements:

• Project Manager: B-degree in Internal Auditing/Accounting plus CIA/CISA certification with 5-7 years managerial experience in internal auditing.
• Internal Auditor (ICT): National Diploma in ICT with 2-3 years experience in ICT auditing.

• Accreditation: Project Manager must be registered with a professional body (IIASA, SAICA, SAIGA).

• Methodology must cover audit phases: planning, verification/testing, reporting, and filing.
• Ensure methodology addresses audit objectives, scope, and findings.

• Price validity period: 180 days.
• Bidders must confirm municipal rates are not in arrears for more than 90 days, or provide valid lease agreements/affidavits as alternatives.

• B-BBEE Specific Goals:

• RDP Goals: Points based on South African citizen ownership (100%, 50%, <50%). Provide CIPC registration certificate or certified ID copies.
• Promotion of Business: Points for location within KZN province. Provide CSD report with preferred address and utility bill or letter from local authority.

• Accreditation: Project Manager must be registered with IIASA/SAICA/SAIGA; attach certified registration certificate.
