The national museum in bloemfontein requires an electronic identity verification service that checks south african identity numbers and associated identity details against department of home affairs records through an authorised data source, with functionality comparable to windeed home affairs ID verification. The service must be delivered through a secure online platform, portal or system integration, return a clear match, unsuccessful or inconclusive outcome, and keep an auditable record of every check in line with popia. An estimated 800 verifications are quoted for evaluation purposes only: NO minimum volume is guaranteed and the museum pays only for checks actually requested and performed at the quoted rate. The decisive consideration for bidders is that quotations are scored 80/20 on price and specific goals, but any missing compulsory document — reference letters, sbd 4, proof of premises, csd report, cipc documents or SARS tax pin — disqualifies the bid outright.
Closing and submission: quotations close on 13 November 2026 at 12:00 and must be emailed to [email protected]; no briefing session or site visit is held.
Compulsory documents (omission disqualifies): written reference letters proving prior experience in pre-employment vetting services, a completed and signed SBD 4 (Declaration of Interest), proof of office location (recent rates and taxes account, or lease agreement if renting), the CSD supplier report, CIPC registration documents, and a SARS-issued tax compliance PIN.
Registration and compliance: the bidder must be an active South African company registered on the Central Supplier Database and tax compliant; the preferred bidder gets at least 7 days to fix tax non-compliance, and failure to do so disqualifies automatically.
Evaluation: 80/20 preference point system — 80 points for price and 20 for specific goals — with a pre-screening stage that must be passed before any further evaluation.
Specific goals (20 points): B-BBEE status 4, business based in the Free State 4, at least 51% youth ownership 4, at least 51% women ownership 4, at least 51% ownership by people with disabilities 4; B-BBEE levels score 4 (Level 1), 3 (Level 2), 2 (Level 3), 1 (Level 4 and below) and 0 (non-compliant), and ownership above 50% scores 4, above 40% scores 3, above 25% scores 2 and above 10% scores 1. A valid B-BBEE certificate or signed B-BBEE declaration is optional but required to earn points, and missing or invalid proof of claim forfeits that criterion's points without disqualifying the bid.
Pricing: quote a unit price inclusive of VAT per identity verification submitted, covering access to the service and the outcome or report, state whether the same rate applies to successful, unsuccessful and inconclusive checks, and disclose once-off setup, platform access, subscription, monthly, integration, support or other compulsory fees separately or as "Nil".
Volumes and validity: the 800 verifications are an indicative estimate only, not a guaranteed quantity or minimum commitment, and quotations remain valid for 90 days even if the quote shows a shorter expiry period.
