• Bids must be complete in all respects.
• Returnable forms (all must be completed, signed and submitted):

• SBD 3.1 (Pricing Schedule – Firm Prices): firm prices only, valid for 120 days.

• Disqualification risks:
• Any returnable form left unsigned or omitted.
• Failure to register on the CSD at closing time.
• Failure to meet mandatory requirements (reference letters, Lenovo authorised installer).
• Bids received after the closing time, regardless of reason.

Evaluation is in three phases:

• Phase 1 – Administrative compliance: correctness of bid documents and compliance with bid regulations (CSD registration and other prescripts).
• Phase 2 – Mandatory requirements:
• Submission of three (3) reference letters for similar projects of similar value, with the quotation.
• Installation must be performed by a Lenovo Authorised Warranty service provider on site.
• Failure to meet either mandatory criterion leads to immediate disqualification.
• Phase 3 – Specific goals (preference points):
• 80/20 preference point system applies (price 80 points, specific goals 20 points).
• Specific goal: 100% ownership by Black People – 20 points.
• Documentary proof required: sworn affidavit, signed and dated by a Commissioner of Oaths.
• The department reserves the right not to award the lowest bidder.

Supply and delivery of 50 units of 8GB DDR4 RAM for desktops, including installation.

• RAM specification: DDR4, 8GB capacity, standard voltage 1.2V.
• Installation location: Head Office, 191 Prince Alfred Street, Department of Public Works & Infrastructure, Oliver Tambo House, Pietermaritzburg 3201.
• Detailed specification is provided in Section L of the bid document.
• SITA accredited service providers on RFB 740 transversal contract are required to provide the detailed specification of the product from their distributor.

Mandatory requirement: the service provider must submit three (3) reference letters for similar projects of similar value, along with the quotation document.

• Installation must be performed by a Lenovo Authorised Warranty service provider on site.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices).

• Only firm prices are accepted; non-firm prices will not be considered.
• The offer must remain valid for 120 days from the closing date.
• VAT at 15% must be included in the bid price.
• The item to be priced: 50 units of 8GB DDR4 RAM for desktops, including installation at 191 Prince Alfred Street.
• Detailed specification is in Section L.

Pricing schedule (SBD 3.1) – firm prices only.

• Offer must remain valid for 120 days from the closing date.
• VAT at 15% must be included in the bid price.
• Non-firm prices (including prices subject to exchange rate variations) will not be considered.
• No bid security, guarantee, retention or payment terms are stated in the document.

CSD registration:

• Bidders must be registered on the Central Supplier Database (CSD) at the closing time; failure results in disqualification.
• CSD registration number must be provided; Section C declares that CSD information is correct and up to date.

Tax compliance:

• Bidders must submit a SARS Tax Compliance Status (TCS) PIN, or a printed TCS certificate, or a CSD number if no TCS PIN is available.
• Consortia, joint ventures and sub-contractors: each party must submit a separate TCS certificate/PIN/CSD number.

B-bbee:

• To claim preference points, bidders must submit a B-BBEE verification certificate or a sworn affidavit (for EMEs and QSEs).
• Specific goal: 100% Black ownership – 20 points, supported by a sworn affidavit signed and dated by a Commissioner of Oaths.

State employment:

• Bids will not be considered from persons in the service of the state, or companies/close corporations with directors/members in the service of the state.

SITA accreditation:

• Only SITA accredited service providers on the RFB 740 transversal contract may quote.

Mandatory experience:

• Three (3) reference letters for similar projects of similar value must be submitted with the quotation.

Installation requirement:

• Installation must be performed by a Lenovo Authorised Warranty service provider on site.

Specific goal: 100% ownership by Black People – 20 points (80/20 preference point system).

• Documentary proof required: sworn affidavit, signed and dated by a Commissioner of Oaths.
• B-BBEE verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.

The successful bidder will be required to sign a written contract form (SBD 7.1).

• The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.
• The bid is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022.
• The bid is subject to Treasury Regulations 16A issued under the Public Finance Management Act, 1999, and the KwaZulu-Natal Supply Chain Management Policy Framework.
• No specific penalty or liquidated damages clauses are stated in the document.
