Phase 2 Special Conditions/Mandatory Criteria: proof of 2.5% available capital (bank letter/statement not older than 3 months), fully priced Bills of Quantities on flash drive, credit references with combined minimum R500,000 (at least two letters, not older than 3 months), detailed resource schedule with organogram, key personnel experience schedules, project experience (3 letters of award and completion certificates for projects within CIDB 4GB or one grade lower in past 7 years), and letter of intent for 5% construction guarantee. Phase 3 Price and Specific Goals: Price 80 points, Specific Goals 20 points (80/20 system). Mandatory registrations: Central Supplier Database (CSD) with master registration number; CIDB contractor grading 4GB or higher (active); Tax Compliance Status (TCS) PIN; Compensation Commissioner good standing; UIF registration; municipal rates and taxes paid (not in arrears more than 3 months). Compulsory Enterprise Questionnaire must show no conflicts of interest. Bidders must not be listed on Register of Tender Defaulters.
