Bids must be delivered by closing time (12H00 on 14 August 2026); late bids are not accepted.

All bids must be on official forms provided, not re-typed.

Responses must not include documents or references to any other quotation; additional conditions must be in an accompanying letter.

Changes to quotations after closing are not considered.

Canvassing any SCM Officer or PRASA employee between closing and award risks disqualification.

Mandatory returnables: valid SARS PIN, completion of all RFQ documentation and declarations, CSD registration number.

Incomplete bids are disqualified.

Bids must remain valid for the validity period stated (number of working days not specified).

Evaluation stages: Stage 1A mandatory requirements (SARS PIN, all RFQ documentation, CSD number) — non-compliance means automatic disqualification. Stage 1B other mandatory requirements (not applicable items: CIDB, bid bond, COIDA, briefing form, JV agreement) — if missing, PRASA may request within 3 working days, then disqualification. Stage 2 technical/functional — not applicable. Stage 3 price and specific goals.

Preference point system: 80/20. Maximum 80 points for price; 20 points for specific goals.

Specific goals: 10 points for B-BBEE contributor Level 2 or Level 1 (certificate or affidavit); 10 points for EME or QSE 51% Black Owned (audited financials, B-BBEE certificate or affidavit).

PRASA may apply objective criteria to award to a bidder other than highest scorer, including negative track record, spreading awards, avoiding concentration of awards.

Splitting of awards not applicable.

Award may be cancelled if highest scoring bidder fails to sign or commence within a reasonable period.

Supply and deliver six items as per the pricing schedule:

• Fuel, paraffin: 20L drum, illuminating low volatility petroleum distillate for wick and preheated vapour jet burners, kerosene equipment for lamps and pressure type (M00011219).
• Fuel, petrol: RON 95, red dark, two-stroke fuel/oil mixture blend 25:1, automotive unleaded gasoline with BP synthetic two-stroke oil, for two-stroke engines or equivalent (M00052952).
• Grease, ball and roller bearing: 5kg tin, lithium base No 3, rust-inhibited lithium soap roller bearing grease without extreme pressure properties, spec CSS 181/64/0235/latest or equivalent; examples Alvania R3 Shell, Genlight 3 Engen, Energol LS-3 BP (M00089974).
• Lubricant, spray, machinery: 400g aerosol can, Q20 protect against corrosion and oxidation, displace, repel and seal out moisture, with penetration, lubrication and cleaning properties for electrical and electronic equipment, or equivalent (M00044472).
• Lubricating oil, engine: SAE 40, 20L drum, for electric loco exhauster and large piston compressors, comply with API CE/CD-11 and SG or SF, approved against Daimler Benz sheet 227.0 (M00101857).
• Lubricating oil, engine: SAE 30, 20L drum (M00104429).

Delivery period: suppliers to offer earliest delivery possible, stated in working days from date of order.

Prices quoted in South African Rand, inclusive of all applicable taxes (VAT 15% to be added).

Price offer must be firm and indicate basis; cost breakdown required.

Pricing must follow the provided schedule strictly; deviation may render bid non-responsive.

Price escalation basis and formula must be indicated.

Discounted prices considered only at final evaluation, on an unconditional basis.

If highest scoring bidder's price is not market-related, PRASA may negotiate with top three bidders; if no agreement, RFQ cancelled.

Payment within 30 days of receipt of correct tax invoice.

No payment for containers or packing materials unless stated in order/contract.

Funding contingency: award subject to PRASA securing funding allocation and confirming sufficient budget; PRASA may cancel RFQ at any stage prior to award if funding not secured; bidders waive claims for non-award due to funding failure.

CSD registration mandatory — business may not be awarded to unregistered respondents; foreign suppliers with no local registered entity exempt.

Tax compliance: submit SARS TCS PIN or printed certificate; for consortia/JVs/sub-contractors, each party must submit separate TCS certificate/PIN/CSD number.

B-BBEE: preference points require B-BBEE certificate or affidavit (Level 2 or Level 1 for 10 points; EME/QSE 51% Black Owned for 10 points).

No bids from persons in service of the state, or companies/close corporations with directors/members in state service.

SBD4 Bidder's Disclosure: declare employment by state, relationships with procuring institution employees, interests in related enterprises, and PEP/PIP status.

Must not be listed on Register for Tender Defaulters or List of Restricted Suppliers.

Successful respondent must comply with all applicable national and local laws.
