Evaluation proceeds in four stages:

1. Administrative Compliance: all compulsory documents (Sections A to O and annexures) must be submitted and complete. Failure renders the quotation invalid.
2. Functionality: bidders must achieve a minimum qualifying score of 60% to proceed.
3. Preferential Points: 80/20 preference point system — 80 points for price and 20 points for specific goals. Specific goals: HDI Women ownership (5 points) and RDP Youth ownership (15 points). Proof required: completed SBD 6.1, ownership demographic form, CIPC certificate, and copy of identity document for youth.
4. Price Negotiation: the department reserves the right to negotiate price with the recommended bidder.

Scope: conduct a clothing production skills training programme for twenty (20) MSMEs within the clothing and textile industry.

Duration: six (6) months from signing of the Service Level Agreement.

Detailed requirements are set out in Annexure A (Terms of Reference), which bidders must follow in formulating their proposals.

Goods and services must conform to standards in the bidding documents and specifications.

Supplier must permit purchaser to inspect records relating to performance and have them audited.

Pre-bidding testing is for the bidder's account.

If inspection is a bid condition, premises must be open for inspection at reasonable hours.

If inspections show non-compliance, costs are borne by the supplier; non-compliant supplies may be rejected and must be replaced at supplier's cost.

Pricing schedules (Sections F and G) require firm prices, valid for 60 days from closing date.

Section F (SBD 3.1) for goods: item, quantity, description, unit price, subtotal, VAT, grand total.

Section G (SBD 3.3) for professional services: ceiling price, hourly/daily rates for personnel, phases with cost and man-days, travel expenses (actual costs only, recoverable with certified invoices), and delivery period.

Only firm prices accepted; non-firm prices will not be considered.

Pricing must be submitted on the prescribed schedules:

State employment: bids from persons in the service of the state, or companies with directors who are, or close corporations with members who are, will not be considered.

Preference points: SBD 6.1 must be completed to claim specific goal points; supporting documents (ownership demographic form, CIPC certificate, identity documents) must be attached.

Prices: firm for the contract period; no variation except as authorised in special conditions or bid validity extension.

Amendments: only by written amendment signed by both parties.

Assignment: supplier may not assign obligations without prior written consent.

Subcontracts: supplier must notify purchaser in writing of all subcontracts.

Delays: supplier must notify purchaser promptly of any delay; purchaser may extend time with or without penalties.

Penalties: for late delivery or performance, a sum calculated on the delayed price using the current prime interest rate per day of delay.

Termination for default: purchaser may terminate if supplier fails to deliver, fails to perform obligations, or engages in corrupt/fraudulent practices; supplier liable for excess costs of replacement procurement.

Restriction: purchaser may restrict supplier from doing business with the public sector for up to 10 years; supplier has 14 days to respond to a proposed restriction.

Contract period is 6 months from signing of Service Level Agreement.

Offers must remain valid for 60 days from closing date.

The quotation is subject to the Preferential Procurement Policy Framework Act and Preferential Procurement Regulations 2022, the General Conditions of Contract, and any other special conditions.
