Bids must be sealed, clearly marked with the SCM number and project name, and placed in the tender box at 1st Floor, Munitata Building, next to Room 146.

• All returnable forms (MBD 1 to MBD 9 and Annexures A to F) must be completed in full and signed; omissions render the bid non-responsive.
• MBD 4 (Declaration of Interest) must be completed; failure to declare any involvement of companies disqualifies the bid.
• MBD 5 must be signed for any offer of R10 million or more (VAT included).
• Where applicable, a comprehensive JV agreement must be submitted; individual JV partners must each submit all relevant documents.
• Bids must remain valid for 90 days.
• Alterations to prices or quotes must be signed; unsigned alterations render the bid non-responsive.
• Late, incomplete, unsigned, faxed, emailed, or electronically submitted bids will not be accepted.
• Bidders must be registered on the Central Supplier Database (CSD).
• Queries must be submitted by email; no queries will be entertained within 5 working days of the closing date.

Evaluation uses the PPPFA 2022 80/20 system.

• Stage 1: Compliance.
• Stage 2: Functionality with a minimum threshold of 70 out of 100 points to be attained for further evaluation.
• Bidders already appointed to a panel cannot submit new bids for additional appointments.

The municipality seeks to appoint a panel of three (03) advertising agencies for a period of two (02) years.

• This is a re-advertisement of the tender.
• The scope covers advertising agency services as required by the municipality during the contract period.

Bidders must complete the pricing schedule with rates and provide a total cost (bid price). Failure to provide a matching total cost renders the bid non-responsive. Bidders must sign MBD 5 for offers of R10 million or more. Bidders with CIDB grading Level 6 or higher eligible for work above R10 million must submit annual financial statements for the past three years.

• Bidders whose members or shareholders owe municipal rates and taxes may be disqualified.
• Bidders must declare local production and content as required.
