Team Lead: 5 points for a master's degree in economics, commerce, or business administration with 10 years' relevant experience; 4 for honours with 5 years; 3 for a degree with 5 years; 2 for a diploma with no experience; 1 for matric with relevant experience; 0 for none. Work package 1: develop at least five new incentive proposals, including a 'do nothing' baseline; assess technical, operational, and organisational feasibility; rank and recommend the preferred incentive; include a detailed implementation plan with resources and costing; provide a framework for developing incentive proposals. Work package 2: select the most feasible proposal, develop a business case, calculate financial and operational costs, estimate organisational requirements for SANEDI to host and administer the incentive, estimate returns and benefits, and provide a business case template. Work package 3: project management through a Project Steering Committee (PSC) with SANEDI and service provider representatives; SANEDI chairs inception and progress meetings; PSC meets at inception, monthly, and at closure. Work package 4: project administration — record minutes of each PSC meeting, circulate within five working days, update and sign off before the next meeting; submit bi-monthly progress reports at least three days before progress meetings.
