Provision of code 14 driver's licence training and testing services for vaal central water employees

Bidders must submit a one-folder bid on company letterhead, including a signed quotation, fully completed SBD 1, SBD 4, and SBD 6.1 forms. Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. Bids must be submitted on the official forms provided or in the manner prescribed in the bid document. The bid is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022. The successful bidder will be required to fill in and sign a written contract form (SBD7).

The appointed service provider shall provide the following: Training implementation plan, Delegate attendance registers, Learner's licence training records, Learner's licence booking confirmations, Learner's licence test results, Practical driving lesson records for each delegate, Driving test booking confirmations, Final driving test results, Copies of issued Code 14 Driver's Licences (where available), and Close-out report detailing project outcomes.

The quotation will be evaluated in terms of the 80/20 preference point in line with Preferential Procurement Policy Regulations, 2022. The successful service provider will be the one scoring the highest points: However, Vaal Central Water may on reasonable justifiable grounds, award the contract in whole to a bidder who did not score the highest points where objective criteria set out by the institution was applied. Points for this tender (even in the case of a tender for income-generating contracts) shall be awarded for: (a) Price; and (b) Specific Goals. The maximum points for this tender are allocated as follows: PRICE 80, SPECIFIC GOALS 20, Total points for Price and SPECIFIC GOALS 100.

The appointed Service Provider shall provide a comprehensive end-to-end Code 14 Driver's Licence Training Programme, including but not limited to the following: Learner's Licence Preparation and Testing, Code 14 Practical Driver Training, and Driving Test Preparation and Booking. The project shall be completed within a maximum period of two (2) months from date of appointment, inclusive of learner's licence preparation, practical training, testing and certification.

To minimize operational disruptions and ensure effective learner support, delegates shall be trained in two (2) cohorts as follows: Group 1 5 Delegates First Two Weeks, Group 2 5 Delegates Commence immediately upon completion of Group 1.

Details of qualified driving instructors. Proof of registration with relevant professional body for e.g. Southern African Institute of Driving Instructors (SAIDI), South African Driving Operators School Association (SADSOA) or Transport Education and Training Authority (TETA).

Price(s) quoted must be valid for at least sixty (60) days from the date of your offer. Price(s) quoted must be firm and must be inclusive of all applicable taxes. A firm delivery period must be indicated. The supply of goods and services will have to comply with the General Conditions of Contract (GCC) as issued by the National Treasury, obtainable from www.treasury.gov.za/divisions/sf/sc/

Bidders must ensure compliance with their tax obligations. A Tax Compliance Status Pin issued by SARS must be provided. Bidders claiming preference points for specific goals must submit supporting documents (e.g., certified ID copies, CIPC or CSD report, municipal rates statement or lease agreement for Free State / Northern Cape, and B-BBEE certificate or sworn affidavit).

This quotation will be evaluated in terms of the 80/20 preference point in line with Preferential Procurement Policy Regulations, 2022. To this end, the enclosed SBD1, SBD 4, SBD 6.1 and specification must be scrutinized, must be completed and submitted together with your quotation.

The successful bidder will be required to fill in and sign a written contract form (SBD7). The contract will be subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022.

Vaal Central Water reserves the right not to process partial payments on procurement below R1 000 000.00. Bidder who did not quote according to specification, will not be evaluated further.

The Bidder should be able to provide all the relevant information required in the Request for Quotation (RFQ) which will include but not limited to; SBD Form 1, SBD Form 4, SBD Form 6.1, Company Registration Documents, and Proof of registration with relevant professional body.
