Late bids will not be accepted. The RFQ must be submitted as a one-folder bid, with the written quotation on company letterhead and stamped. Evaluation uses the 80/20 preference point system under the Preferential Procurement Regulations, 2022: 80 points for price, 20 points for specific goals. The successful bidder is the one scoring the highest points, though Vaal Central Water may award to a bidder not scoring the highest if objective criteria justify it. Stage 1 is responsiveness: bidders must meet all pre-qualifying criteria (one-folder bid, completed SBD forms, professional body alignment, SARS tax compliance PIN) or be disqualified. Specific goal points are only awarded if valid supporting documents are submitted (e.g., CIPC/CSD registration, ID copy, B-BBEE certificate or sworn affidavit, and proof of location for Free State/Northern Cape companies).

Provision of a two-day accredited SHE Representative course for both designated and newly appointed Vaal Central Water Health & Safety Representatives. The training must equip SHE Reps with knowledge and practical skills to respond to workplace fire emergencies and support compliance with the Occupational Health and Safety Act. The number of employees to be trained is 38.

Pricing must be submitted on SBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices are accepted; non-firm prices (including those subject to exchange rate variations) will not be considered. The schedule requires a price per employee for 38 SHE Reps, subtotal excluding VAT, 15% VAT, and grand total including VAT. Delivery costs must be included.

Prices must be firm and valid for at least 60 days from the closing date. Prices must be inclusive of all applicable taxes.
