Evaluation follows the 90/10 preference points system (90 price, 10 specific goals) under the Preferential Procurement Regulations, applicable where the financial value of responsive tenders is equal to or higher than R50 million inclusive of taxes. Only administratively and substantively responsive tenders are evaluated. Price is scored out of 90. Specific goals (max 10 points): B-BBEE Level 1 or 2 contributor – 3 points; entities at least 51% Black Owned – 4 points; entities 30% Black Women Owned – 3 points. Evidence required for each claimed goal: B-BBEE Certificate / Sworn Affidavit / CIPC B-BBEE Certificate (for JVs, a consolidated scorecard per DTIC guidelines). If evidence is not provided, zero points for that goal. Transnet may conduct an independent audit of scorecard components at any stage. Transnet may award to the highest scoring tenderer unless objective criteria justify otherwise, and may conduct a due diligence on the preferred tenderer.

Scope: Maintenance of railway track using on-track normal production ballast screening machines for the Ore Corridor, for the October 2026 shut. Contract duration: 1 (one) month. Machines must fit the rail structure gauge of 1065mm. Machine axle load must not exceed 20 tons. Machines must have service brakes and independent emergency brakes providing minimum retardation of 12.5% and gravitational acceleration of 6.5%. Tamping machines must be self-propelled and capable of travelling free on level track at a minimum speed of 60km/h. Support team must take required measurements before and after the machine passes. Driver's cab must accommodate all necessary personnel with clear unobstructed view of track ahead in both travelling and working modes. Machine must lift track and turnout, tamp ballast under sleepers, and align track to automatically determined line and level in one continuous action. Machine must be capable of being hauled in both directions as the last vehicle of a train if required. Maximum downtime after breakdown must not exceed 72 hours; bidder must commit to repairing with relevant fitters and having parts available on site or at workshop. Bidders must submit detailed drawings, machine specifications, or signed method statements as supporting documentation for these requirements.

Pricing is submitted via the Price List (C2.2). The tender uses the NEC3 Term Service Contract. No specific bond or guarantee requirements are stated. Transnet may request audited financial statements or other documentation for due diligence. Transnet may go to the open market if quoted rates are deemed unreasonable. Tenderers are not reimbursed for any preparatory costs.

Eligibility: CIDB registration in contractor grading designation 7 CE or higher (or capable of being so prior to evaluation). Joint ventures: every member registered with CIDB; lead partner grading not lower than one level below required class; combined grading equal to or higher than 7 CE; certified copy of signed JV agreement required. Mandatory documents: valid Tax Clearance Certificate with TCS PIN; valid B-BBEE Certificate from SANAS-accredited agency or sworn affidavit (confirming annual turnover and black ownership); valid CIDB/CRS number; proof of CSD registration; Letter of Good Standing with Workmen's Compensation Fund (or separate letters for each JV member). Bidders must not be listed on Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or on Transnet's restricted list or National Treasury's list. Must complete Compulsory Enterprise Questionnaire (T2.2-20) and declare conflicts of interest. Must complete POPIA agreement (T2.2-01), Non-Disclosure Agreement (T2.2-21), RFP Declaration Form (T2.2-22), Breach of Law form (T2.2-23), Certificate of Acquaintance (T2.2-24), Service Provider Integrity Pact (T2.2-25), and Supplier Code of Conduct (T2.2-26).
