Bids must be submitted on the official tender documents provided by Abaqulusi Municipality (original documents only, not re-typed). The completed tender, with all supporting documents, must be placed in a sealed envelope clearly marked "SUPPLY AND DELIVERY OF RATES AND GENERAL STOCK ITEMS, over 36 months. Tender NO: 8/2/1/641" and deposited in the tender box at the ground floor, AbaQulusi Local Municipality, corner of High and Mark Street, Vryheid, 3100, by not later than 16 September 2026 at 12h00. Late bids will not be accepted. Tender documents are self-downloaded from the E-tender Portal (www.etenders.gov.za) from 17 August 2026. A non-refundable bid fee of R 2,000.00 is payable in favour of AbaQulusi Municipality; for electronic copies (bidder prints the document), an administration cost of R 1,500.00 is payable. Proof of payment is required during collection and submission. All Municipal Bidding Documents (MBDs) must be fully completed; failure to do so will automatically disqualify the bid. Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number. No awards will be made to persons in the service of the state, or to entities where any director, manager, principal shareholder or stakeholder is in the service of the state, or to advisors/consultants contracted with the municipality. Bids must remain valid for 90 days after the closing date. Returnable forms include: MBD 2 (Tax Clearance Certificate Requirements), MBD 3.1 (Pricing Schedule – Firm Prices), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 7.1 (Form of Offer and Acceptance), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination).

Bids will be evaluated in stages: completeness, responsiveness, functionality, then price and specific goals. The applicable preference point system is the 80/20 system: 80 points for price and 20 points for specific goals (previously disadvantaged individuals, 100% HDI W=EQUITY). Functionality scoring: Company experience (appointment letters: 0-1 letters = 5 points, 2-3 letters = 10 points, 4-5 letters = 20 points), SABS Approved Certificate = 20 points, Delivery Capacity = 20 points, Financial Capability = 20 points (bank rating: A=20, B=15, C=10). The municipality does not bind itself to accept the lowest or any bid, and reserves the right to accept any bid or part thereof.

The items include cleaning materials (toilet paper, soap, floor polish, disinfectants, brooms, mops, refuse bags), hardware tools (spades, rakes, picks, shovels, wheelbarrows, slashers, hoes), plumbing and sewer materials (pipes, bends, junctions, gaskets, cement, bricks), and various other stock items. A detailed item list with quantities is provided in the pricing schedule. Delivery is required by Abaqulusi Local Municipality at Vryheid. All delivery costs must be included in the bid price.

Company experience is scored based on appointment letters: 0-1 letters = 5 points, 2-3 letters = 10 points, 4-5 letters = 20 points. SABS Approved Certificate is required and scored 20 points. Financial capability is scored based on bank rating: A=20, B=15, C=10.

Pricing must be submitted on MBD 3.1 Pricing Schedule – Firm Prices. Only firm prices accepted. Prices must include all applicable taxes. Offer valid for 90 days. Delivery costs must be included. A detailed item list with quantities is provided in the schedule.

Prices must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). The offer must be valid for 90 days from the closing date. A non-refundable bid fee of R 2,000.00 (or R 1,500.00 for electronic copies) is payable. The successful bidder will be required to sign a written contract form (MBD 7.1).

A valid SARS Tax Compliance Status (TCS) PIN or Tax Clearance Certificate must be submitted; the original Tax Clearance Certificate is required (certified copies not acceptable). For consortia/joint ventures/sub-contractors, each party must submit a separate TCS/PIN/CSD number. Foreign suppliers must complete the pre-award questionnaire. Bidders must submit: a valid company registration document, a certified B-BBEE certificate from a registered accountant or an original sworn affidavit from a Commissioner of Oaths, a certified current municipal account (water/electricity/rates) not older than three months or a lease agreement, certified copies of identity documents of directors and owners, and an SABS Approved Certificate. Bidders must not be in the service of the state, and no awards will be made to persons whose tax matters are non-compliant. All MBD forms must be fully completed.

The successful bidder must sign a written contract form (MBD 7.1). The contract will be governed by the General Conditions of Contract (GCC) and any special conditions. The bidder must confirm that prices cover all obligations and that mistakes are at their own risk. The bidder must declare no collusive practices. The contract comes into effect upon receipt of a completed copy of the agreement. The bidder must arrange delivery of any bonds, guarantees, proof of insurance and other documentation within two weeks of receiving the agreement.
