Bids must be submitted in sealed envelopes endorsed with the bid number and description, deposited in the tender box at the reception area, B9356, Amajuba Road, Section 1, Madadeni, before the closing time. Bids that are not sealed and numbered will not be considered. Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed). The successful bidder will be required to sign a written contract form (MBD 7). Evaluation is on the 80/20 preference point system: 80 points for price, 20 points for specific goals. Price points are calculated using the formula Ps = 80(1 - Pt/Pmin). Specific goals and points: business owned more than 50% by black person (5 points), gender = female (3 points), youth (2 points), disability (points not stated), promotion of business located within Amajuba District Municipality (5 points). Bidders must indicate how they claim points and submit supporting documentation. The contract is for the lease of 1 x water tanker, 1 x high pressure jetting machine, 1 x TLB, and 1 x desludging truck, with a service plan of at least 90,000 km and warranty of at least 120,000 km for all plant except TLB (not more than 5,000 hours). The service is requested as and when required for a period of three years, not exceeding 328,500 km per tanker over the contract duration. Water tanker: 18,000 litre capacity, high-grade carbon steel/stainless steel/rotomolded polyethylene, elliptical or cylindrical shape, internal baffles, 4x4 or 8x2 axle configuration, heavy-duty diesel engine (440 hp), PTO-driven pump, hose reels with 80mm yellow heliflex hoses, 6mm internal baffles, 600mm diameter hatch, lockable access hatches, flow meters, 2 coats 2K enamel paint, at least 6 taps, steel mud guards, rear channel bumper, full air disc brakes, ABS, AEBS, reverse alarm, reflective markings, rotating amber beacon, fire extinguisher, spare wheel, centrifugal water pump, licensed and COR registered. TLB: high torque diesel engine, 4x4/AWD, pendulum-mounted front axle, loader and backhoe, ISO-compliant brakes, engine delivering up to 90 horsepower, gross power 68.5 kW (93 hp), digging depth 4119 mm (SAE maximum). High pressure jetting sewer truck: 10,000 litre tank, same material and shape requirements, generator engine for high-pressure water, hose coiling drum, ABS, AEBS, reverse alarm, reflective markings, rotating amber beacon, fire extinguisher, spare wheel, high pressure pump, licensed and COR registered. Desludging truck: 10,000 litre tank, vacuum pump for negative suction, hose reels with 80mm yellow heliflex hoses, 6mm internal baffles, capacity indicators, direct mount on chassis, 2 coats 2K enamel, at least 6 taps, steel mud guards, rear channel bumper, ABS, AEBS, reverse alarm, reflective markings, rotating amber beacon, fire extinguisher, spare wheel, vacuum pump driven by PTO, licensed and COR registered. All plant must be white in colour except TLB, latest model, registered in KZN, manual or auto/manual gear, fitted with Amajuba District Municipality name and logo on front doors (300mm x 600mm), satellite tracking system, 1.5 kg DCP fire extinguisher, first aid kit, road-side assistance. Vehicles must have zero to not more than 100,000 km on the clock and a full fuel tank. Delivery of vehicles within one month from award date; failure may lead to termination.

Scheduled preventive maintenance includes oil changes, filters, chassis greasing, and structural tank inspection. Component repair/replacement includes PTO device, hydraulic spray system pumps, and deflector spray bars, with wear and tear inclusive. The service provider must ensure all vehicles are subject to regular scheduled preventive maintenance as per manufacturer specifications, provide a maintenance schedule at contract commencement, and ensure maintenance does not interrupt service delivery. Pricing is on a full maintenance lease (FML) basis, with monthly rental per vehicle. The bid price is the total of the four BOQs (water tanker, TLB, high pressure jetting, desludging). Each BOQ includes site establishment, monthly lease, scheduled preventive maintenance, component repair/replacement (wear and tear inclusive), and site de-establishment. The service provider must maintain comprehensive insurance cover for each vehicle, covering collision, theft, fire, civil unrest, and natural disasters, and provide proof of insurance prior to contract award. The municipality is not liable for vehicle damage or loss not caused by proven municipal negligence. The tender validity period is 90 days after closing date.

All vehicles must be fitted with full air-type disc brakes on front and rear axles, ABS, AEBS, and driver alert support. Additional mandatory safety features include reverse alarm, reflective safety markings, rotating amber beacon, fire extinguisher, spare wheel and tools, and a first aid kit. The high pressure jetting and desludging trucks must comply with strict safety standards. Vehicles must be fitted with a 1.5 kg Dry Chemical Powder (DCP) fire extinguisher.

The service provider must maintain comprehensive insurance cover for each vehicle, covering collision, theft, fire, civil unrest, and natural disasters, and provide proof of insurance prior to contract award. The municipality is not liable for vehicle damage or loss not caused by proven municipal negligence. All plant must be white in colour except TLB, latest model, registered in KZN, manual or auto/manual gear, fitted with Amajuba District Municipality name and logo on front doors (300mm x 600mm), satellite tracking system, 1.5 kg DCP fire extinguisher, first aid kit, road-side assistance. Vehicles must have zero to not more than 100,000 km on the clock and a full fuel tank. Delivery of vehicles within one month from award date; failure may lead to termination. In case of mechanical faults, replacement vehicle within 30 days. In case of accident or hijacking, replacement or repair within 60 days, and a courtesy/rental tanker within five days at the service provider's cost. Maintenance and servicing must be done within Amajuba District unless arranged with the Fleet Office. The service provider must have an automated maintenance system and advise the municipality of service due dates at least a week in advance. Vehicle license disc renewals must be done two weeks prior to expiry. Monthly meetings will be held between the service provider and the Fleet Management Unit. Satellite tracking system purchase, installation, and monthly subscriptions are part of the Full Maintenance Lease; access and credentials must be given to the municipality immediately on delivery, and training of officials within the first week of delivery.
