No physical, telegraphic, telephonic, fax, e-mail or late bids will be accepted. Bidders must log in using their CSD credentials and attach all compulsory documents. Bidders are strongly advised to complete submissions at least one day before closing to avoid technical issues. Bids must be submitted on the original forms — bidders must not re-type or convert the bid document from PDF. A copy of the proposal must also be scanned and submitted on a memory stick together with the technical proposal. Evaluation is in two stages: first, functionality (quality) is scored out of 100 points; bidders must score 70 points or more to proceed to the presentation stage. Functionality criteria: Methodology (25 points), Tenderer's (Company) experience (40 points — must present at least 3 companies for which similar services are provided, with a complete reference list including contact person and phone number), Project Team Experience (25 points), and Presentations (10 points, only for bidders scoring 70 or more). After functionality, price and preference points are evaluated under the 80/20 system: 80 points for price, 20 points for specific goals. Specific goals and points: 51% black owned (10 points), 40% black women owned (6 points), 51% owned by Black Youth (4 points). Proof of each goal must be attached with the bid; failure to submit all applicable proof results in zero points for that goal. Financial offers are only opened for bidders who achieve a minimum of 80 points during functionality evaluation.

Retirement & Pension Fund — annual benchmarking, governance and fee audit (TER, investment performance, asset management fees), rule amendments communication, and member assistance including pre-retirement counselling. Group Risk Benefits — annual benchmarking, insurer placements for Group Life Assurance (GLA), Income Disability (PHI) and Dread Disease cover, negotiating Free Cover Limit (FCL) thresholds, and claims management. Corporate Funeral Cover — annual benchmarking, scheme design (standalone or rider policy with rapid payouts typically 24–48 hours), and extended family options on a voluntary payroll-deducted basis. The service provider must be able to provide services at all current locations (Head Office, Space Engineering, Earth Observation in Pretoria; Space Operations in Hartebeesthoek; Space Science in Hermanus) and the two future locations (Grabouw and Matjiesfontein). Any limitations due to location must be clearly stated in the proposal. SANSA reserves the right to procure services elsewhere if the contractor cannot meet an immediate need.
