Bids must be submitted online via the National Treasury eTender Portal (https://www.etenders.gov.za/) in PDF format. No physical, emailed, or faxed proposals will be accepted. Late submissions will not be accepted. Non-compliance with online submission rules invalidates the bid. Bidders must indicate the province(s) they are bidding for and tick the applicable tender number (e.g., NHBRC 04/2026_KZN). Proposals must be clearly identifiable by company name or logo. The submission must include all returnable SCM documentation, relevant supporting documents, and pricing schedules (NHBRC Rates). Bids are valid for 90 days from the closing date. Returnable forms include SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), CSD report/MAAA number, latest CIPC documents, SARS PIN, signed teaming agreement (if applicable), and certified ID copies of directors. Evaluation is in two stages. Stage 1: Compliance check of mandatory requirements and legislative documents. Stage 2: Functional evaluation. Functional evaluation criteria: Technical Expertise (40 points) – Supervisor (National Diploma NQF 6 or higher in Built Environment, OHS certificates, 10+ years' experience in waterproofing of concrete roofs/balconies/tiles), Water Proofer (training certificate, 5+ years' experience), Assistant Water Proofer (training certificate, 2+ years' experience). References (40 points) – verifiable written reference letters from clients for completed waterproofing projects, dated 2018 to date, on company letterhead, signed by authorised person. Scoring: 0 letters=0, 1=1, 2=2, 3=3, 4=4, 5 or more=5. Bidder Experience (20 points) – years of experience in waterproofing: 0 years=0, 1-2=1, 2-3=2, 3-4=3, 4-5=4, 5+ =5. Total 100 points, minimum threshold 70 points. Bidders scoring below 70 are disqualified. Scoring scale: 5=Excellent, 4=Very good, 3=Good, 2=Average, 1=Poor, 0=Non-compliance. Preference points: up to 20 points for specific goals, verified via CSD report.

Appointment of a panel of contractors specialising in waterproofing of concrete roofs for a five-year period (national). Bidders must inspect and examine the site and surroundings before submitting a tender, and be represented at the site inspection by a suitably qualified person. Attendance at the site inspection is compulsory.

Joint ventures eligible if all members CIDB-registered, lead partner not lower than one level below required grading, and combined grading meets requirements.
