Returnable forms: SBD1, SBD4, Confidentiality and Non-Disclosure Agreement, Certificate of Acquaintance, CSD Report/MAAA number, BOQ/Pricing Schedule (Annexure F1), CIDB Grade 2GB certificate, COIDA certificate, completed Annexure BR, Public Liability insurance (min R1 million), and valid BBBEE certificate or sworn affidavit. Also submit list of directors with ID copies and CIPC certificate, and list of shareholders with ID copies and share certificates. Evaluation phases:

• Phase 2: Bid conditions – provide COIDA, CSD registration, public liability insurance (R1m), SBD1, SBD4, tax compliance, not on restricted suppliers list.
• Phase 3: Commercial – 80/20 system. Price (80 points) benchmarked against lowest quote. Specific Goals (20 points): ≥51% Black owned (10 pts), ≥51% Youth owned (5 pts), ≥51% Women owned (3 pts), ≥1% disabled owned (2 pts). Proof: SANAS accredited BEE certificate OR sworn affidavit (EMEs/QSEs) OR DTI BBBEE certificate. If specific goal documents not submitted, zero points but not disqualified. SAPO may award to non-highest scorer if objective criteria indicated; may award to next highest if preferred bidder fails to sign.

Bidders must demonstrate experience in building repairs conducted within the past two years of bid closing. Submit at least one completed Annexure BR client reference letter.

Pricing must be submitted on the provided BOQ/Pricing Schedule (Annexure F1). Rates must include all labour, equipment, materials, consumables, insurance, and VAT at 15%. Bidders must quote for all items; incomplete pricing will be deemed non-responsive. The contract price is inclusive of VAT and payable 30 days upon statement date. SAPO may make upfront payments.

Pricing format: Bill of Quantities (BOQ) / Pricing Schedule (Annexure F1). Rates must include all labour, equipment, materials, consumables, insurance, and VAT (15%). Bidders must quote for all items; incomplete pricing is non-responsive. Contract price inclusive of VAT, payable 30 days upon statement date. SAPO may make upfront payments. Public liability insurance of minimum R1 million required as bid condition.

CSD registration required (MAAA number). Tax compliance: SARS TCS PIN or CSD number; SAPO verifies via CSD; 7 working days for verification. CIDB: minimum grade 2GB, valid at closing. COIDA registration required. Public liability insurance: minimum R1 million. B-BBEE: specific goals as per evaluation criteria; proof via SANAS accredited BEE certificate, sworn affidavit, or DTI certificate. SBD1 and SBD4 forms must be completed. CIPC certificate and ID copies for directors list; share certificates for shareholders list.

RFQ validity period: 120 days from closing date. The Post Office may split the award among multiple bidders. The successful bidder must commit to continuous improvement. Bidders may be requested to extend validity.
