Three-stage evaluation:

Stage 1 – Administrative Requirements:

Stage 2 – Mandatory Requirements (pass/fail – automatic disqualification if any is missed):

• Proof of COIDA compliance (Letter of Good Standing from Compensation Commissioner or Registered Mutual Association).
• Trade Test Certificate for at least one staff member (issued by DHET or QCTO), with a letter from that person permitting the bidder to submit their name and providing contact details.
• Electrical Wireman's License for at least one person (issued by DoL).
• CIDB registration with grading 2EB or higher (or proof of application).
• Public liability cover (document not older than three months from closing date).
• Minimum of five contactable reference letters for electrical services (on client letterhead, signed, within the past 5 years; letters of appointment or contracts not accepted).

Stage 3 – Price and Preference Points (80/20 system):

• Price: 80 points. Formula: Ps = 80(1 - (Pt - Pmin)/Pmin).
• Preference Points (Specific Goals): 20 points.
• 51% Black Owned: 10 points.
• 30% Black Woman Owned: 10 points.
• Bidders must indicate how they claim points in SBD 6.1 and provide supporting documents (CSD report, CIPC documents, shareholder certificates, ID copies, valid B-BBEE certificate or sworn affidavit).
• The 80/20 system applies to tenders up to R50,000,000 (all taxes included).

Scope of work – commercial electrical maintenance at the Aviation Training Academy for 12 months on an as-and-when-required basis:

• Electrical system assessment: assess building electrical systems, identify and document faults.
• Fault finding: identify root cause of lighting and circuit faults, develop action plan.
• Ensure building electrical systems function properly and all faults are resolved.
• Replacement of contactors and breakers as necessary, installed to industry standards.
• Issue Certificate of Compliance (CoC) after each service, detailing all work carried out.
• Lighting: remove and replace LED panel lights, downlights, and other fixtures; dispose of old units with a destruction certificate; repair/replace/install external lights/floodlights.
• Reporting: provide detailed maintenance report to ATNS representative after each service, including future recommendations.
• Warranty: provide a detailed report of all maintenance performed.
• Work schedules with different rates: Monday-Friday 08:00-16:00, Monday-Friday 16:00-08:00, Saturdays, public holidays and Sundays.
• Emergency response within 1 to 2 hours.
• Repair/replacement of projectors on a quotation basis.
• Repair/replace batteries/UPS equipment in case of complete failure.
• Install appliances and electrical equipment on an ad-hoc basis.
• Service and repair kitchen equipment (stoves, fridges, food warmers, hydroboils, geysers, etc.) except fire installations.
• Install power for building renovations and electrical equipment.
• Use energy-efficient equipment, lighting, and systems.
• Comply with all health and safety regulations; ensure tools and equipment are in good working condition.
• Employ minimum of 2 staff: 1 with registered wireman's license and 1 with Trade Test Certificate (CVs to be provided).
• Be registered with COIDA and have public liability cover.

Labour rates include supervision, standard tools, testing equipment, consumables, administration, reporting, and all overheads.

• Time billed in 30-minute increments after the first hour.
• Service provider must provide signed timesheets or service reports indicating personnel, hours worked, and work completed.
• Certificates of Compliance (CoC) must be issued upon completion of any work requiring certification, with cost indicated in the pricing schedule.
• Costs for statutory testing and certification identified separately.

Pricing Schedule: SBD 3.3 – Pricing Schedule (Professional Services) with sections for Labour Rates, Call-Out Rates, Emergency Response Rates, Fault Finding and Assessment, Compliance and Reporting, and Mark Up % for Materials and Equipment.

• All rates quoted in ZAR exclusive of VAT, fixed for 12 months.
• Payment only for authorised and satisfactorily completed work.

Service provider must use energy-efficient equipment, lighting, and systems.

• ATNS values include economic, social, and environmental sustainability.

Contract duration: 12 months.

• ATNS may vary the scope and terms; bidders will be advised in writing.
• Successful bidder must accept standard Terms and Conditions including retention clause for non-satisfactory completion, breach, confidentiality, and requirement for professional indemnity insurance.
• ATNS may withdraw from commitments if circumstances dictate.
• Procurement process may be postponed or cancelled at any stage at ATNS's discretion before contract signing.
• ATNS may negotiate with one or more bidders; not obliged to accept the lowest bid.
• Contract is only concluded when signed by both parties (including SLA if applicable).
• ATNS may reject a bid if the bidder has committed fraud, abused the SCM system, or failed to perform on a previous contract.
• Additional information may be requested in writing; reply within 7 working days.
• All bid information is confidential; bidders must limit copies.
• Copyright of all documentation belongs to ATNS.
• Contractor must notify ATNS immediately if unable to deliver as quoted; ATNS reserves remedies under GCC.
