Returnable documents — all must be completed, signed and submitted with the quotation:

• SBD 4 (Bidder's Disclosure): declares whether any director or shareholder is employed by the state or connected to anyone at Artscape; a false declaration disqualifies the bid.
• SBD 6.1 (Preference Points Claim): claims B-BBEE preference points under the 80/20 system.
• SBD 6.2 (Declaration for Local Production and Content): only if applicable.
• SBD 8 (Declaration of Bidder's Past Supply Chain Management Practices): discloses any past abuse, fraud, or contract termination.
• SBD 9 (Certificate of Independent Bid Determination): certifies the price was set independently, with no collusion.
• B-BBEE certificate or sworn affidavit.
• SARS tax number and SARS status PIN.
• Supplier specifications table: brand/model, quantity, price per unit, total (incl VAT).
• Brochures/catalogues may be submitted with the quotation.

Disqualification risks:

Price is scored out of 80 points using the formula Ps = 80 x (1 - (Pt - Pmin) / Pmin), where Pt is the price under consideration and Pmin is the lowest responsive quotation. The remaining 20 points are awarded for B-BBEE contribution, with points allocated by status level: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. The order is placed with the supplier scoring the highest total adjudication points.

Artscape requires a training service provider to facilitate and manage on-site First Aid Level 1 and Level 2 training for Artscape employees at Artscape's premises.

Participants:

• First Aid Level 1: 4 participants.
• First Aid Level 2: 10 participants.

Service provider requirements:

• Must be registered with a SETA (QCTO/SETA registration required) or the Department of Employment & Labour.
• Training must be outcomes-based, NQF-aligned and credit-bearing.
• Must be flexible regarding training days and learner availability; if some learners cannot attend on the scheduled days, the provider must offer placement in other (public) groups, including weekends, to ensure completion.
• Must submit course details: course overview, target audience, course outline, and benefits of completing the course.
• Must provide a training feedback report from all learners to Artscape, along with attendance registers.
• Must provide learning material to participants.
• On successful completion, must award learners with a credit-bearing certificate and/or trade test certificates of compliance.

Delivery location: D.F. Malan Street, Foreshore, Cape Town.
