The following returnable documents are mandatory: SBD 1 (signed), SBD 3.1 (pricing schedule, signed and completed), SBD 4 (signed and completed, for bids over R2 000), SBD 6.1 (signed and completed, for bids over R2 000), a valid CIDB grading of 2EB or higher, a company profile, three written reference letters for medium-to-low voltage electrical projects completed in the past five years, proof of registration with the Department of Labour, Electrical Contractors Board (ECB) or Electrical Contractors Association (ECA), and certificates and CVs for Red Seal electricians, 3-phase wireman's licences, and ORHVS-certified personnel. A valid Letter of Good Standing from the Compensation Commissioner or COIDA is also required. Failure to submit any mandatory document will result in disqualification.

The RFQ is evaluated in three phases. Phase 1: Administrative compliance — all mandatory returnable documents must be submitted to proceed. Phase 2: Specification evaluation and eligibility. Phase 3: Specific goals under the B-BBEE Codes of Good Practice and the PPPFA. The 80/20 preferential point system applies: 80 points for price (VAT and all taxes included) and 20 points for specific goals (B-BBEE status level). B-BBEE points are claimed via SBD 6.1. A valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) is required to claim preference points; points will not be allocated if not submitted. The lowest bid will not necessarily be accepted; award is based on best value for money.

The successful bidder will provide electrical services at SAAO Sutherland, including medium and low voltage repairs, testing, maintenance, alterations, installations, and commissioning on an as-and-when-required basis for three years. Work includes general electrical maintenance, installations (surge protection, distribution boards, earth leakage units, motors, PLCs, VFDs, lighting, PV systems), power distribution (single and three phase, cable installation, overhead line repairs, transformer maintenance), electrical testing (earth continuity, insulation, polarity, loop impedance, thermal imaging, transformer testing), compliance (SANS 10142-1 and 2, CoCs), and electrical drawings (AutoCAD or Revit, A1-A3 sizes). Emergency call-outs: 24/7/365, response within 12 hours of notification; normal call-outs within 48 hours. Work must comply with SANS 10142-1, SANS 10142-2, SANS 10400, and the OHS Act. The contractor must provide all test equipment, plant, labour, tools, supervision, and portable back-up generators. Consumables (glands, lugs, ferrules, etc.) must be included in the quotation. The contractor is liable for any damage to SAAO infrastructure. Site must be left clean and tidy. PPE must be worn at all times. The company safety file must be submitted before work begins. The team must include trade-tested Red Seal electricians with 3-phase wireman's licences and ORHVS certification.

Bidders must provide an overview of their business operations and relevant experience in the specialised electrical field. Three written reference letters for projects completed in the medium-to-low voltage electrical maintenance and installation environment in the past five years (not older than August 2021) are required. Letters must be signed, dated, on the referee's letterhead, and include contact details for due diligence. The project team must consist of highly skilled, trade-tested Red Seal electricians with 3-phase wireman's licences and ORHVS certification.

The contractor must own and manage quality control and assurance. The responsible individual must have the necessary skills and expertise to enforce quality standards. Sub-par work will result in the project being halted until remedial action is implemented. All work must comply with SANS 10142-1 and SANS 10142-2. Certificates of Compliance (CoCs) must be issued with supporting documentation and pictures. The contractor must provide comprehensive test reports for transformers and switchgear.

Pricing must be firm and submitted on the SBD 3.1 pricing schedule. The schedule covers labour rates (Site Supervisor, Technician, Electrician, Electrical Assistant, General Worker) with escalation for years 2 and 3, plus additional costs for SHE site visits, SHEQ files, CoC issuance, and travel at AA rates. The contract is for three years from the date of appointment. Work is issued on an as-and-when-required basis; each request is quoted separately. The contractor must respond to emergency call-outs within 12 hours and normal call-outs within 48 hours of notification. Non-compliance with response times may result in termination of the contract. The contractor is liable for any loss or damage to SAAO infrastructure caused by their actions. The National Treasury General Conditions of Contract (GCC) govern the agreement.
