Appointment of a service provider to moderate developed EISA instruments for registered occupational qualifications (OC: Family Law Practitioner 205 Credits)

Bidders must submit all Standard Bidding Documents (SBD) forms mentioned above from bullet 2 to 5. Bidders must be registered on the National Treasury Central Supplier Database (CSD) by the closing date and time of this request for quotation. Bidders are to provide SASSETA with their CSD registration number. The quotation and all supporting documents are to be submitted no later than 02 September 2026 at 15H00 on the letterhead of your business and to be emailed to [email protected]

Bidders will be evaluated on the criteria provided in the table below. The proposals of all service providers will be rated on a scale of 0 to 2. 0: Required documents(s)/item(s)not submitted/Unacceptable. 1: Satisfactory. Should be adequate for the stated element. 2: Exceptional mastery of the requirement should ensure extremely effective performance. Bidders need to obtain 75% for functionality for them to be evaluated further on the 80/20 preference points system.

The successful Service Provider / SME will be required to undertake the following: Conduct moderation on external integrated Summative assessments and exemplars for Occupational Qualification listed hereunder. Moderator would be expected to moderate all questions in the papers developed and not sample. External moderator to produce EISA and Exemplar moderation report.

The applicants should demonstrate the following skills and experience: Bidding company / EISA moderator to demonstrate a minimum of one (1) completed assignment in undertaking the moderation of examination instruments/tools or undertaking moderation of assessment tools for registered qualifications or undertaking the moderation of FISA instruments or undertaking the development of learning material from any SETA/Quality Assurance Body or undertaking the development of FISA instruments on legacy qualifications or undertaking the development of QAS Addendum for occupational qualifications or undertaking the development of occupational qualifications.

Bidders will be required to complete SBD 3.3 and provide pricing for qualification development and skills development. The price quoted must be firm and must be inclusive of VAT.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) by the closing date and time of this request for quotation. Bidders are to provide SASSETA with their CSD registration number. EISA moderator to submit a copy of ETDP SETA assessor and moderator statement of results (Unit standard 115753/115759) / OD ETD qualification (Qualification ID/ 50333/50334) or any related ETD qualification is to be attached. Non-submission will lead to automatic disqualification.

The 80/20 preference point system is applicable to this quotation. A maximum of 80 points is allocated for price on the following basis: Pt−Pmin Ps= 80(1− ) Pmin. Points for this quotation shall be awarded for: (a) Price; and (b) Specific Goals.

The service provider will be contracting with SASSETA. All products and data of this project, in whatever format raw or analyzed, will be the confidential information for utilization by SASSETA. All information and documents, received from SASSETA or stakeholders, is to be kept confidential and may not be used or distributed in any format without the written approval of SASSETA.
