Evaluation is in three stages. Stage 1 – Eligibility, Administrative Compliance and Responsiveness (Pass/Fail): bidders must have an active CIDB registration in Electrical Infrastructure (EP) class at grade 1EP, 2EP, or 3EP at bid closing and at appointment; be registered on the National Treasury CSD and submit a valid CSD profile; not be restricted from doing business with the state or MAPSEZ; submit a duly signed resolution/authority of signatory; submit a fully completed and signed SBD 4; submit certified copies of directors' IDs (certification not older than six months); for Grade 1EP bidders, submit CV and certified proof of minimum diploma in relevant electrical infrastructure discipline for proposed Site Manager/Key Person; for JV/Consortium, submit signed JV/Consortium agreement and all required supporting documents for each member. Failure to meet any mandatory requirement results in disqualification. Stage 2 – Functionality: evaluated on criteria, evidence requirements, weightings and minimum qualifying score applicable to the CIDB grade applied for, as set out in the functionality evaluation tables (1EP, 2EP, 3EP). Bidders that do not achieve the applicable minimum functionality threshold will not be admitted to the panel. Stage 3 – Preference Points: the 80/20 preference point system applies. Price scores a maximum of 80 points; specific goals (development goals) score a maximum of 20 points. Bidders must claim preference points for specific goals using the prescribed form and submit supporting documentation. Admission to the panel does not guarantee work. Subsequent work packages will be evaluated separately on price, preference, specific goals, and any work-specific functionality requirements.

The purpose is to establish a panel of CIDB-registered Electrical Infrastructure (EP) contractors in Grades 1EP, 2EP, and 3EP to undertake electrical construction, repairs, maintenance, minor alterations and related works at the Maluti-a-Phofung Special Economic Zone (MAPSEZ) on an as-and-when-required basis for a period of three years. Works may include street and area lighting, substations and protection systems, township reticulations, transmission lines, and other associated works falling within the CIDB Electrical Infrastructure (EP) class of works. The site is at the Maluti-a-Phofung Special Economic Zone, in Tshiame, Harrismith, South Africa. All works will be executed within the property boundary of the site. Specific requirements, quantities, specifications, pricing and completion periods will be provided with each work package. Appointment to the panel does not guarantee any work or minimum contract value. Work packages will be issued subject to the contractor's applicable CIDB grading and tender-value limit.

Pricing is not required at panel-admission stage. Bidders must not submit a total panel price. Pricing will only be requested and evaluated when MAPSEZ issues an individual work-package RFQ or tender. No bonds, guarantees, or insurance requirements are stated at panel-establishment stage. The applicable preference point system is 80/20 (price 80 points, specific goals 20 points).

B-BBEE level is not a mandatory requirement at panel-establishment stage but will be evaluated for preference points (specific goals) under the 80/20 system.
