Submit one original completed tender document in a sealed envelope, clearly marked with the tender number and project description, together with all returnable documents properly indexed and neatly bound. Include a flash drive with an electronic copy of the complete bid submission. Complete all entries in black ink; corrections must be made by crossing out and initialling, not with correction fluid or erasures. The bid must be signed by a person duly authorised via a Board Resolution or Power of Attorney. Telegraphic, telephonic, facsimile, electronic and late submissions will not be accepted. Bids must be deposited directly into the official MAPSEZ bid box before the closing time; delivery to security, reception or other personnel does not constitute valid submission. Returnable documents include: current CSD supplier profile, CIDB contractor profile showing active 1GB, 2GB or 3GB grading, certified copies of directors'/members' ID documents (certification not older than six months), SBD 4 (Bidder's Disclosure), authority to sign resolution, JV/Consortium documents (if applicable), Annexure A (Record of Addenda), Annexure B (Proposed Amendments and Qualifications), Annexure D (Compulsory Declaration), the applicable functionality schedule, relevant company experience evidence, completion/reference evidence, locality evidence, and Grade 3 project value evidence (if applicable).

Evaluation is in three stages. Stage 1 – Eligibility, Administrative Compliance and Responsiveness (Pass/Fail): active CIDB registration in General Building (GB) class at Grade 1GB, 2GB or 3GB; registration on the National Treasury Central Supplier Database (CSD) with a valid CSD Supplier Registration Report; not restricted from doing business with the State or MAPSEZ; full completion of the official MAPSEZ bid document in black ink; submission of all mandatory and administrative returnable documents; submission of resolution of authority of signatory; bid signed by a duly authorised representative; for JV/Consortium, submission of signed JV/Consortium Agreement and all supporting documentation. Stage 2 – Functionality: evaluated against criteria, evidence requirements, weightings and minimum qualifying score applicable to the CIDB grade applied for (1GB, 2GB or 3GB). Tenderers not achieving the minimum functionality threshold will not be admitted to the panel. Stage 3 – Price and preference points: bids that pass Stages 1 and 2 are evaluated under the 80/20 preference point system (80 points price, 20 points specific goals). Appointment to the panel does not guarantee work; work packages are awarded separately and pricing is only requested and evaluated at work-package RFQ/tender stage.

The purpose is to establish a panel of suitably qualified and CIDB-registered General Building (GB) contractors in Grades 1GB, 2GB and 3GB to undertake building construction, repairs, maintenance, minor alterations and related works at MAPSEZ on an as-and-when-required basis for a period of three (03) years. Works may include general building works; repairs and maintenance; renovations and refurbishments; minor alterations and additions; painting, plastering, tiling, ceilings and flooring; roofing, doors, windows and related building works; and other associated works within the CIDB General Building (GB) class of works. Specific requirements, quantities, specifications, pricing and completion periods will be provided with each applicable work package. The site is at the Maluti-a-Phofung Special Economic Zone, in Tshiame, Harrismith, South Africa. Appointment to the panel does not guarantee any work or minimum contract value; work packages will be issued subject to the contractor's applicable CIDB grading and tender-value limit.

No total panel price is to be submitted with this bid. Pricing will only be requested and evaluated when MAPSEZ issues an individual work-package RFQ/tender. No pricing data or bills of quantities are required at panel admission stage. Tender offers remain valid for ninety (90) calendar days from the closing date. The Employer will not compensate tenderers for costs incurred in preparing or submitting a tender offer.

Mandatory eligibility requirements: active CIDB registration in General Building (GB) class at Grade 1GB, 2GB or 3GB at bid closing date; registration on the National Treasury Central Supplier Database (CSD) and submission of a valid CSD Supplier Registration Report; not restricted from doing business with the State or MAPSEZ; submission of a duly signed resolution/authority of signatory; duly signed and fully completed SBD 4 (Bidder's Declaration); certified copies of directors'/members' identity documents (certification not older than six months); for Grade 1 bidders, submission of the CV of the proposed Site Manager/Key Person with certified proof of a minimum diploma in a relevant built-environment discipline (failure results in disqualification). Tax compliance status PIN or tax clearance certificate is not mandatory at panel establishment stage; MAPSEZ will verify tax compliance through the CSD before the award of each work package. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. JV/Consortium bidders must submit a signed JV/Consortium Agreement and all applicable supporting documentation for each member, including CSD, CIDB, B-BBEE, company registration, authority to sign and other bid-required documentation.
